'Matador' With a Radio Stops Wired Bull
1965-05-17, New York Times
http://select.nytimes.com/gst/abstract.html?res=F20817F9395812738DDDAE0994DD4...
The brave bull bore down on the unarmed "matador" -- a scientist who had never faced a fighting bull. But the charging animal's horns never reached the man behind the heavy red cape. Moments before that could happen, Dr. Jose M. R. Delgado, the scientist, pressed a button on a small radio transmitter in his hand, and the bull braked to a halt. Then, he pressed another button on the transmitter and the bull obediently turned to the right and trotted away. The bull was obeying commands from his brain that had been called forth by electrical stimulation -- by the radio signals -- of certain regions in which fine wire electrodes had been painlessly implanted the day before. [Experiments] have shown, he explained, that "functions traditionally related to the psyche, such as friendliness, pleasure or verbal expression, can be induced, modified and inhibited by direct electrical stimulation of the brain." For example, he has been able to "play" monkeys and cats 'like little electronic toys" that yawn, hide, fight, play, mate and go to sleep on command. With humans under treatment for epilepsy, he has increased word output sixfold in one person, has produced severe anxiety in another, and in several others has induced feelings of profound friendliness -- all by electrical stimulation of various specific regions of their brains. "I do not know why more work of this sort isn't done," he remarked recently, "because it is so economical and easy." Monkeys will learn to press a button that sends a stimulus to the brain of an enraged member of the colony and calms it down, indicating that animals can be taught to control one
another's behavior.

be used for good purposes, it also can and secretly has been used to manipulate and control for many years. For lots of information based on released CIA documents on how mind control has been secretly used for decades to affect both individual behavior and global politics, click here and here.

Professor Feels Himself Become Closer to the Machine
1998-09-23, ABC News
http://web.archive.org/web/20001109140100/http://more.abcnews.go.com/sections...
When Kevin Warwick enters his office building on the campus of Reading University, strange things happen. As Warwick heads down the main hall, lights turn on. When he turns to the right, an office door unbolts and opens. Each step is clocked and recorded. The building knows who he is, where he is, and what he expects to happen. The building [even] says, "Hello Professor Warwick." The structure knows Warwick because of the electrical fuse-sized "smart card" implanted in his left arm. In Britain, he's been dubbed "The Cyborg Man," the first person known to have a microchip implanted in his body for communication with outside machines. Warwick predicts chip implants will one day replace time cards, criminal tracking devices, even credit cards. Capable of carrying huge amounts of data, they may, he says, one day be used to identify individuals by Social Security numbers, blood type, even their banking information. No one knows yet how the body will respond to this type of invasion. Warwick is not blind to the ethical questions of this technology. Implants ostensibly designed to clock workers in and out might be misused to monitor where people are at all times and who they are meeting.
Governments could move to use implants instead of I.D. cards and passports, but what would stop them from using this new science to invade privacy? "I feel mentally different. When I am in the building I feel much more closely connected with the computer."
Note: Those who would like to control the public named these implants "smart cards" to encourage us to accept them. For more reliable

An Orwellian solution to kids skipping school
2007-02-20, Atlanta Journal-Constitution (Atlanta's leading newspaper)
http://www.ajc.com/opinion/content/opinion/stories/2007/02/19/0220truants.html
Let's say your teenager is a habitual truant and there is nothing you can do about it. A Washington area politician thinks he might have the
solution: Fit the child with a Global Positioning System chip, then have police track him down. "It allows them to get caught easier," said
Maryland Delegate Doyle Niemann (D-Prince George's), who recently co-sponsored legislation in the House that would use electronic
surveillance as part of a broader truancy reduction plan. "It's going to be done unobtrusively. The chips are tiny and can be put into a hospital ID band or a necklace." Niemann's legislation mirrors a bill sponsored by state Sen. Gwendolyn Britt (D-Prince George's). Both would provide truants and their parents with better access to social services, such as mental health evaluations and help with schoolwork. Electronic monitoring would be a last resort. Still, the prospect of tagging children and using them in some "catch and release" hunt by police casts a pall over everything that's good about the plan. Odd how billions and billions of dollars keep going to a war that almost nobody wants, but there's never enough to fund the educational programs that nearly everybody says are needed. Aimed solely at students in Prince George's -- the only predominantly black county in the Washington area -- the truancy effort is called a "pilot program," a first-of-its-kind experiment. It would cost $400,000 to keep track of about 660 students a year.

Live rats driven by remote control
2002-05-05, The Guardian (One of the U.K.'s leading newspapers)
http://www.guardian.co.uk/international/story/0,3604,708454,00.html
Scientists have turned living rats into remote-controlled, pleasure-driven robots which can be guided up ladders, through ruins and
into minefields at the click of a laptop key. The project ... is funded by the US military's research arm. Animals have often been used by humans in combat and in search and rescue, but not under direct computer-to-brain electronic control. The advent of surgically altered
roborats marks the crossing of a new boundary in the mechanisation, and potential militarisation, of nature. In 10 sessions the rats learned that if they ran forward and turned left or right on cue, they would be "rewarded" with a buzz of electrically delivered pleasure. Once trained
they would move instantaneously and accurately as directed, for up to an hour at a time. The rats could be steered up ladders, along narrow ledges and down ramps, up trees, and into collapsed piles of concrete rubble.
Roborats fitted with cameras or other sensors could be used as search and rescue aids. In theory, be put to some unpleasant uses, such as
assassination. [For] surveillance ... you could apply this to birds ... if you could fit birds with sensors and cameras. Michael Reiss, professor
of science education at London's Institute of Education and a leading bioethics thinker ... said he was uneasy about humankind "subverting the autonomy" of animals. "There is a part of me that is not entirely happy with the idea of our subverting a sentient animal's own aspirations and wish to lead a life of its own."
Note: Remember that secret military projects are almost always at least a decade in advance of anything you read in the media. For lots more on this little-known subject, click here.

Radio frequency identification keeps tabs on goods, services, pets - even people
2006-05-11, Sacramento Bee (the leading newspaper of California's capital city)
http://www.sacbee.com/content/lifestyle/story/14254188p-15069873c.html
Feel like you're being followed? Maybe it's a tracking tag on your jeans or one implanted in a credit card. The tags are called radio frequency
identification or RFIDs, and every day they are becoming more and more a part of our lifestyle. These Orwellian microchips, as minute as a grain of sand, identify and track products and even lost children at theme parks. They're being implanted in humans to alert hospitals about medical conditions. The tags can be so tiny, you may never know they are there. Retailers claim RFIDs are essential: alerting them when they're low on lipstick, air filters, sodas and other inventory. Embedded tags aren't so obvious. Hitachi Europe recently developed the world's tiniest RFID integrated circuit, small enough to be placed in a piece of paper. Some RFID chips are made to be imbedded in livestock, in pets and most recently in humans for a variety of reasons. RFID prices have dropped, and tagging has become practical for businesses. In-Stat, a high-tech research firm, reports more than 1 billion RFID chips were made last year and predicts that by 2010 the number will increase to 33 billion.
Slightly larger than a grain of rice, RFID chips from VeriChip of Florida are manufactured for implanting in humans. The Food and Drug
Administration approved human implants two years ago.

Technology gets under clubbers' skin
2004-06-09, CNN News
http://edition.cnn.com/2004/WORLD/europe/06/09/spain.club
Queuing to get into one nightclub in Spain could soon be a thing of the past for regular customers thanks to a tiny computer chip implanted under their skin. The technology, known as a VeriChip, also means nightclubbers can leave their cash and cards at home and buy drinks using a scanner.
The bill can then be paid later. Clubbers who want to join the scheme at Baja Beach Club in Barcelona pay 125 euros (about US $150) for the VeriChip -- about the size of a grain of rice -- to be implanted in their body. Then when they pass through a scanner the chip is activated and it emits a signal containing the individual's number, which is then transmitted to a secure data storage site. The club's director, Conrad
Chase, said he began using the VeriChip, made by Applied Digital Solutions, in March 2004 because he needed something similar to a VIP
card and wanted to provide his customers with better service. He said 10 of the club's regular customers, including himself, have been implanted with the chip, and predicted more would follow. "I know many people who want to be implanted," said Chase. "Almost everybody now has a piercing, tattoos or silicone. Why not get the chip and be original?" Chase said VeriChip could also boost security by speeding up checks at airports, for example. He denied the scheme had any drawbacks. The VeriChip is an in-house debit card and contains no personal information.
Note: Why is the media so upbeat about this? The article raises very few questions, yet seems to promote microchip implants in humans as the wave of the future for commerce.

Professor has nightmare vision of global positioning technology
2003-05-07, WantToKnow.info/Kansas City Star (Leading newspaper of Kansas City)
http://www.WantToKnow.info/030307kansascitystar
Jerome Dobson is not joking. The University of Kansas research professor, a respected leader in the field of geographic information technologies [speculates about] "geoslavery" -- a form of technological human control that could make "George Orwell's 'Big Brother' nightmare ... look amateurish." He's talking about overlords electronically punishing errant workers. He's talking about the possibility of people hooked to, tracked by, and potentially shocked or burned using inexpensive electronic bracelets, manacles or implants. Dobson worked for 26 years at Tennessee's Oak Ridge National Laboratory creating, for the government, the maps used in global tracking. He is the president of the American Geographical Society. And he is not alone in his thoughts. [In] the journal published by the Institute of Electrical and Electronics Engineers, a paper titled "Geoslavery" is co-written by Dobson and Peter F. Fisher, British editor of the International Journal of Geographical Information Science. "Human tracking systems, currently sold commercially without restrictions, already empower those who would be masters.
Safeguards have not yet evolved to protect those destined to be slaves," they wrote. With a laptop computer, employers can keep track of their drivers' every move. Implanted chips ... keep track of livestock or pets.
Whereify Wireless Inc. sells its GPS Kids Locator for $400. The device, which also looks like a watch, can be locked to a child's wrist. Dobson
said that ... none of the companies was thinking of anything nefarious. [Yet he] worries that where there is an evil will, there is an evil way.
He hopes [to] create debate and perhaps legislation or safeguards around the technology that will keep it from being misused.

Scientists develop 'brain chip'
2003-03-12, BBC News
http://news.bbc.co.uk/2/hi/health/2843099.stm
US scientists say a silicon chip could be used to replace the hippocampus, where the storage of memories is co-ordinated. They are due
to start testing the device on rats' brains shortly. If that goes well, the Californian researchers will test the artificial hippocampus in live
rats within six months and then monkeys trained to carry out memory tasks before progressing to human trials once the chip has been proved to be safe. The hippocampus is an area at the base of the brain in humans, close to the junction with the spinal cord. It is believed it "encodes" experiences so they can be stored as long-term memories in another part of the brain. The researchers were able to devise a mathematical model of a whole hippocampus. The model was then programmed on to a chip. They suggest the chip would sit on a patient's skull, rather than inside the brain. Bernard Williams, a philosopher at Oxford University, UK, who is an expert in personal identity, said people might find the technology hard to accept at first.
Note: Consider that top secret military experiments in almost all fields are generally at least a decade ahead of anything reported in the media. What do you think they might have developed by now? Could they have developed a way to erase and even replace memories? For more, click here.

Chips: High Tech Aids or Tracking Tools?
2007-07-22, ABC News/Associated Press
http://www.abcnews.go.com/Technology/wireStory?id=3402044
CityWatcher.com, a provider of surveillance equipment, attracted little notice itself until a year ago, when two of its employees had
glass-encapsulated microchips with miniature antennas embedded in their forearms. The "chipping" of two workers with RFIDs radio frequency identification tags ... was merely a way of restricting access to ... sensitive data and images ... the company said. Innocuous? Maybe. But the news that Americans had, for the first time, been injected with electronic identifiers to perform their jobs fired up a debate over the proliferation of ever-more-precise tracking technologies and their ability to erode privacy in the digital age. To some, the ... notion of tagging people was Orwellian. Chipping, these critics said, might start with Alzheimer's patients or Army Rangers, but would eventually be
suggested for convicts, then parolees, then sex offenders, then illegal aliens until one day, a majority of Americans, falling into one category
or another, would find themselves electronically tagged. "It was scary that a government contractor that specialized in putting surveillance
cameras on city streets was the first to incorporate this technology in the workplace," says Liz McIntyre, co-author of Spychips: How Major
Corporations and Government Plan to Track Your Every Move with RFID.
Within days of the company's announcement, civil libertarians and Christian conservatives joined to excoriate the microchip's implantation
in people.

Students ordered to wear tracking tags
2005-02-09, MSNBC News
http://www.msnbc.msn.com/id/6942751
The only grade school in this rural town is requiring students to wear radio frequency identification badges that can track their every move.
Some parents are outraged, fearing it will rob their children of privacy. The badges introduced at Brittan Elementary School on Jan. 18 rely on the same radio frequency and scanner technology that companies use to track livestock and product inventory. The system was imposed, without parental input, by the school as a way to simplify attendance-taking and potentially reduce vandalism and improve student safety. Some parents see a system that can monitor their children's movements on campus as something straight out of Orwell. This latest adaptation of radio frequency ID technology was developed by InCom Corp., a local company co-founded by the parent of a former Brittan student, and some parents are suspicious about the financial relationship between the school and the company. InCom has paid the school several thousand dollars for agreeing to the experiment, and has promised a royalty from each sale if the system takes off, said the company's co-founder, Michael Dobson, who works as a technology specialist in the town's high school.

Passports go electronic with new microchip
2004-12-09, Christian Science Monitor
http://www.csmonitor.com/2004/1209/p12s01-stct.html
The US passport is about to go electronic, with a tiny microchip embedded in its cover. The chip is the latest outpost in the battle to outwit
tamperers. But it's also one that worries privacy advocates. The RFID (radio frequency identification) chip in each passport will contain the
same personal data as now appear on the inside pages - name, date of birth, place of birth, issuing office - and a digitized version of the
photo. But the 64K chip will be read remotely. And there's the rub. The scenario, privacy advocates say, could be as simple as you standing in line with your passport as someone walks by innocuously carrying a briefcase. Inside that case, a microchip reader could be skimming data from your passport to be used for identity theft. Or maybe authorities ... want to see who's gathered in a crowd and surreptitiously survey your ID and track you. Why not choose a contact chip, where there would be no possibility of skimming, asks Barry Steinhardt, director of the ACLU's Technology and Liberty Project. "There was another way to go, which was to put an electronic strip in the passport that would require contact."
The State Department says it's just following international standards set by the International Civil Aviation Organization (ICAO), under the
umbrella of the United Nations. The ICAO specified the RFID ... at the behest of the United States. All countries that are part of the US
visa-waiver program must use the new passports by Oct. 26, 2005. Mr. Steinhardt ... says the US pushed through the standards against the
reservations of the Europeans. "Bush says at the G8 meeting, 'We have to adhere to the global standard,' as though we had nothing to do with it," he says in exasperation.

A Real Chip On Your Shoulder
2003-07-17, CBS News/Associated Press
http://www.cbsnews.com/stories/2003/07/17/tech/main563819.shtml
A U.S. company launched Thursday in Mexico the sale of microchips that can be implanted under a person's skin and used to confirm everything from health history to identity. The microchips ... went on sale last year in the United States. The microchip, the size of a grain of rice, is implanted in the arm or hip and can contain information on everything from a person's blood type to their name. In a two-hour presentation, Palm Beach, Florida-based Applied Digital Solutions Inc. introduced reporters to the VeriChip and used a syringe-like device and local anesthetic to implant a sample in the right arm of employee Carlos Altamirano. "It doesn't hurt at all," he said. "The whole process is just painless." Antonio Aceves, the director of the Mexican company charged with distributing the chip here, said that in the first year of sales, the company hoped to implant chips in 10,000 people and ensure that at least 70 percent of all hospitals had the technology to read the devices.
One chip costs $150 and has a $50 annual fee. Users can update and manage their chips' information by calling a 24-hour customer service line. The VeriChip can track subjects who are within 5 miles, but officials want to develop a new chip that can use satellite technology to track people who are farther away and may have been kidnapped. While the idea of using the chip to track people has raised privacy concerns in the United States, the idea has been popular with Mexicans. The company hopes to have the new anti-kidnapping chip developed by 2003.

12 Sep 07 Jennifer kukla was hearing voices and killed her 2 daughters

Woman Found Guilty in Daughters' Deaths
A woman who told police she was hearing the devil's voice was found guilty Wednesday of fatally stabbing her two young daughters.

The jury also determined Jennifer Kukla was mentally ill.

"She will get treatment behind bars, but she is going to prison," Macomb County Prosecutor Eric Smith said.

Police discovered the bodies of Alexandra, 8, and Ashley, 5, at their home in February, along withthose of three dogs and a pet mouse. Police were called to the home about 25 miles north of Detroit by one of Kukla's sisters.

Officers testified that Kukla reported hearing the voice of the devil telling her to kill her daughters and the family pets.

During the trial, Steven Freers, Kukla's attorney, told the jury that only insanity could explain her actions. Kukla wanted to protect the girls against someone she thought was going to break into their home, raping and torturing her children, Freers said.

Three psychiatrists called by Freers testified that Kukla, 30, was legally insane when the girls were killed. But assistant prosecutor William Cataldo countered that she had managed to ignore voices telling Kukla to take her own life. (Note from Soleilmavis:  the voices itself can not control her, but the mind control weapons and electromagnetic waves can control her behaviour. Voices are only partial of mind control weapons)

"I believe the jury just couldn't get past the fact there were two dead children," Freers said.

Kukla's sentencing is scheduled for Oct. 24. If she had been found not guilty by reason of insanity, she likely would have gone to a psychiatric hospital until deemed fit to resume life outside custody, Smith said.

"Since the time of these murders, she hasn't heard another voice," he said. "In very short order she should have been released, and we weren't prepared to accept that."

(This version CORRECTS that Kukla would've gone to a psychiatric hospital if she had been found not guilty by reason of insanity, instead of guilty by reason of insanity. )

(Note from Soleilmavis: There are so many mind control weapons victims have complainted that they have been tortured and harassed 24 hours a day, 7 days a week. But there are also many unwilling and unwitting victims, they don't know that they are under mind control weapons attacking. Even they are not suffering terrible torturing, but mindcontroller still can control their behaviur, emothion or even free thoughts.

As we all know, mind control weapons not only can torture you and make you suffer pain and other diseases or don't allow you sleep, but also definitly can control your behavior, such as: make you suddenly laught, suddenly cry, or even suddenly hit your head on the wall. Of course it also can control your emotion. So I am sure this lady is a mind control victim, she did not only hear "voices", she was also controlled by mind control weapons. At that moment, being attacked by mind control weapons, she could not control her emotions, she could not control her anger, she could not control her depress, and the most important thing was that she could not control her behavior. At the time, when she was beating her doughters, she was totally not her, she was controlled by a group of evils who were using mind control electromagnetic weapons to control her.

I have been a mind control victims for 6 years, they terriblly tortured and harassed me. Because I knew that I was a mind control weapons victims, so at the time when they tried to control me, I always tried to find a quiet place to stay alone. People never saw I suddenly cry, or suddenly laugh, or suddenly hit the wall.

It was very sad that this Ms Kukla did not know that she was a mind control victim, if she would know this ealier, this Tragedy would not happened.  More information about Mind control weapons, http://soleilmavis.googlepages.com

There are so many similiar stories which are happening all over the world. I wish that everyone in the world should realize this terrible matter, If you know Mind Control Weapons are abused worldwide earlier, you would stop many such tragedies.)

Russians have psychotronic weapon to zombie people

An article from Russia Pravda, <Russians have psychotronic weapon to zombie people>
Author:  Komsomolskaya Pravda    English translated by  Maria Gousseva     Chinese translated by Soleilmavis
Major-general of the reserve of the Russian Federal Custodial Service Boris Ratnikov tells that Russia and other countries work on making special devices that turn humans into zombies.

It was already twenty years ago that mass media first mentioned the strange word combination ‘psychotronic weapon’. All information about such weapons arrived from military men transferred to the reserve and from researchers that were not officially recognized by the Russian Academy of Sciences. They usually told about some generators that could make people muddleheaded even when they were distanced at hundreds of kilometers.

Such devices were said to be able to control people’s behavior, seriously impair psyche and even drive people to death. As soon as information of the kind was published some people immediately claimed themselves as victims of impact of such psychotronic weapons. They stormed editorial offices of newspapers and magazines that reported about the psychotronic weapons and complained that some strange voices dictated orders to them. Journalists in their turn recommended such people visiting psychiatrists.

By the year of 2000 the amount of publications about psychotronic weapons reduced to nothing and the impact of psychotronic weapons was no longer mentioned. These days, the issue of psychotronic weapons seems to be reviving.

Boris Ratnikov says that Russia has been working on the psychotronic impact upon humans since the 1920s. Until the mid-1980s secret centers for investigation of psychic impact upon humans were working in large cities of the country under the KGB’s patronage. Thousands of brilliant researchers were working on the problem in the twenty secret centers. After the break-up of the USSR the centers were closed and the researchers either left abroad or currently work in various parts of Russia.

Boris Ratnikov

Now that new technologies and the Internet are widely spreading people must realize that the menace of psychic impact upon humans is really immense. At the same time, the official science still insists that psychotronic is mere charlatanry. Boris Ratnikov is sure however that in less than ten years psychotronic weapons will grow more dangerous than nuclear and atomic weapons.

It is known that several researchers are still investigating the problem in Russia. Academician Viktor Kandyba and his son continue the researches in St.Petersburg, academician Vlail Kaznacheyev works on the problem in Novosibirsk. And it is highly likely that the magic of human brain is still the issue of great interest for Academician Natalya Bekhtereva whose father was working on the problem in the past century.

In the USA researchers work on psychotronic effect and employ oriental psychophysical systems, hypnosis, neurolinguistic programming, computer psychotechnologies and bio-resonance stimulation in their studies. They seek every opportunity of manipulating human behavior. Israeli researchers conduct similar studies to help people reveal their new potential through self-regulation, changing their consciousness and improving the psychical body potential for athletes. What is more, they also make secret technologies for programming human behavior that are based on mathematical simulation of the Kabbala symbolism.

The Academy of National Self-Defense Forces in Japan studies the use of parapsychological phenomena that may be employed by the intelligence. The Institute of Religious Psychology is also working on the problem there.

In North Korea, the Service for Security and Control of Foreign Policy conducts experiments with special oscillators that can modify functions of human organs.

In Pakistan, special services can use a special device that can cause dysfunctions of human organs and physiological systems and even cause people’s death.

The Spanish intelligence finances studies of the effect of physical factors on human organs and human brain with the view of making devices to cause dysfunctions of organs and mental transformations.

Main goal of all these studies is to find new methods and forms of impact upon human psyche, to manipulate large groups of people and to enlarge the resources of human consciousness, Boris Ratnikov says. Many countries posses information about secret use of a distance impact upon individuals and large groups of people. And these are not at all mere experiments but also practical application of technologies for various political and military purposes. Such technologies grow more perfect thanks to scientific and technological innovations.

Boris Ratnikov says that he once saw a KGB’s classified document about potential threats and a psychotronic generator. The document said that the mechanism of a psychotronic generator is based upon the resonance of response functions of human organs, the heart, liver, kidneys and brain. Every human organ has its individual frequency response. When this frequency is used to affect the organ with E-field radiation this may cause acute cardiac decompensation, renal failure or inadequate behavior. Such attacks are usually targeted at unhealthy organs and may in some cases be lethal. It is said that the KGB spent millions of rubles during the Soviet era to conduct studies on a distanced medical and biological action of special radiation on troops and population.

However, today the Internet provides a wide range of publications that deny the very existence of such a psychotronic weapon. Boris Ratnikov says that he has never had a chance to hold such a weapon and has no idea how it may look at all. But he supposes that modern technical resources allow making this weapon these days as all theoretic materials necessary for the production have been completely developed.

How did people first estimate that human brain can be affected from outside? In 1853, famous chemist Alexander Butlerov was the first in the world to originate a scientific hypothesis to explain the phenomenon of hypnosis. Butlerov assumed that human brain and nervous system are emitting sources and that movements of nervous currents in the organism are identical to the interaction of the electric current in conductors. The scientist said that the electroinduction effect explained how signals going from the brain of one person to other man’s brain emerged.

Physiologist Ivan Sechenov also supported Butlerov’s hypothesis. He added that emotions and close relations between people, especially between twins, intensified the effect of mental force interaction.

Academician Vladimir Bekhterev set up the world’s first Institute of Brain and Mental Activity. In the late 19th- early 20th centuries Bekhterev conducted experiments on electromagnetic justification of hypnosis applied to animals and humans. In his works Bekhterev wrote that he discovered a mental mechanism of super-sensitive contact that emerges on special terms between a human and an animal and allows to mentally operate the animal’s behavior with the help of movements and emotions.

In 1924, chairman of the academician council of the Animal Psychology Laboratory, brilliant animal trainer Vladimir Durov wrote a book on animal training and told about his experiments on hypnosis applied to animals

In 1932, the Bekhterev Institute of Brain named after the scientist was officially charged to conduct experiments on distant interaction.

In 1965-1968, the Institute of Automatics and Electroenergetics based in Novosibirsk studied mental communication between humans and animals. The materials of the study were classified and were never published officially.

The American Psychological Association's (APA) "unequivocal condemnation" of enhanced interrogation techniques used by the CIA such as water-boarding, mock execution, exploitation of phobias, exposure to extremes of heat and cold reinforces the urgency of abolishing the use of these methods in all intelligence-gathering activities conducted by the US government, Physicians for Human Rights (PHR) said today. At its annual meeting, held in San Francisco, the APA urged that the executive branch and Congress prohibit the use of 20 specific tactics used in connection with interrogation and prohibits psychologists from participating in them, directly or indirectly.
The action by the APA, which has long been engaged in supporting national security activities, is a recognition that these brutal methods cause devastating harm to people's mental and physical health. HYPERLINK "http://actnow-phr.org/ct/MpxaPB71Bj8Z/report"A recent analysis by PHR and Human Rights First demonstrates that these and other brutal techniques are war crimes.

"The action by the American Psychological Association reflects what clinical experience and scientific study have long shown: that these techniques destroy people, amount to torture, and must never, ever be used," stated Leonard S. Rubenstein, President of PHR. "The Bush Administration must immediately follow the APA's resolution by expressly abolishing the use of these techniques by the CIA and all other agents of the US government."

The APA also determined that psychologists should have no role in planning, designing or assisting in these techniques, and urged tribunals to reject testimony elicited by torture or cruel, inhuman or degrading treatment or punishment. It recognized, too, that "conditions of confinement" as well as interrogation methods can amount to torture or cruel, inhuman or degrading treatment or punishment. The resolution affirms that psychologists may not participate, directly or indirectly, in any activities that amount to or facilitate torture or cruel, inhuman or degrading treatment, even when these activities are authorized by law or regulation.

"The resolution brings to an end any excuse or justification for psychologists to provide interrogation support in any facility where torture
or cruel, inhuman or degrading treatment is taking place," said Rubenstein. "The public record irrefutably demonstrates that psychologists have been essential in designing and implementing the Bush Administration's regime of psychological torture."

The APA expressed "grave concern" about the situations where detainees are deprived of their human rights, but the resolution stops short of prohibiting psychologists from participating in activities other than clinical treatment in settings where human rights violations are taking
place. PHR urged the APA to take this step as soon as possible.

"It is an illusion to believe that psychologists can act ethically in situations, particularly in an interrogation support capacity, where such
severe violations of human rights are taking place," said Rubenstein. "At Guantanamo and elsewhere, detainees deprived of due process and subject to indefinite detention experience cruel, inhuman and degrading treatment as a consequence of the terms of their detention."
The list of techniques the APA condemned as part of the context and process of interrogation includes:
* Mock executions
* Water boarding
* Other forms of simulated drowning or suffocation
* Sexual humiliation
* Rape
* Cultural humiliation
* Religious humiliation
* Exploitation of phobias or psychopathology
* Induced hypothermia
* Use of psychotropic drugs or use of other mind-altering substances for the purposes of eliciting information
* Hooding
* Forced nakedness
* Stress positions
* Use of dogs to threaten or intimidate
* Physical assault including slapping and shaking
* Exposure to extremes of heat and cold
* Isolation where a reasonable person would judge would cause lasting harm
* Sensory deprivation where a reasonable person would judge would cause lasting harm
* Sleep deprivation where a reasonable person would judge would cause lasting harm
* Threatened use of these techniques or other harm to the detainee
* Threatened use of these techniques or other harm to the detainee's family

Depression

CIA'S BOURNE IDENTITY PLOT

MORE than 250 people who claim they are “brainwashing” victims of America’s Central Intelligence Agency are set to win a multimillion-dollar legal battle for compensation.

Their case resembles the plight of Hollywood star Matt Damon’s character in the hit movie series that began with The Bourne Identity.

As in the new follow-up film The Bourne Ultimatum, they claim that they were guinea pigs in a series of bizarre experiments to erase their memories and reprogramme them.

A court in Montreal will decide if they have a case against the Canadian government, which allowed the CIA’s controversial mind-control experiments to be carried out there.

Nine have already each received $67,000 (£33,500) compensation from the spy agency, which has admitted setting-up an operation codenamed MK-Ultra during the Cold War.

Many of the chilling details of the top-secret operation have come to light in an investigation by former US State Department officer John Marks for his book The Search For The Manchurian Candidate.

In CIA-speak, a “Manchurian Candidate” is the name given to an unwitting assassin who is mentally “programmed” to kill. The phrase refers to the 1964 movie of the same name starring Frank Sinatra as a brainwashed US prisoner-of-war.

Using documents released under America’s Freedom of Information laws, Marks ascertained that the CIA recruited renowned Scottish psychiatrist Donald Cameron to mastermind MK-Ultra.

Cameron, an ex-president of the World Psychiatric Association, chose Montreal’s Allen Memorial Institute to conduct potentially lethal experiments on non-US citizens.
Documents reveal he used thousands of unwitting as well as voluntary subjects to test paralytic drugs, hallucinogens including LSD and electro-convulsive therapy at 30 to 40 times normal power. Cameron, who died in 1967, also put many “guinea pigs” into comas for months on end while playing tapes of repetitive statements in a bid to discover if he could erase memories, then rebuild them with new information.

During an agonising legal battle which has raged since 1988, when the CIA paid nine of Cameron’s Canadian victims $67,000 each, Canada’s government has stonewalled hundreds of claims.

Up to last week, it had paid $100,000 (£49,700) each to 77 victims whose cases were so extreme that they were reduced to permanent childlike states.

Last Tuesday Janine Huard, now 79, became the first “still sane” survivor to be offered compensation, and legal experts believe her secret settlement will open the floodgates for other victims.

Janine said: “The money will allow me to live out my days as I have always wanted, with peace of mind. I am so exhausted from fighting for so many years.”

Note from Soleilmavis: MK-Ultra is well known as one kind of Mind Control weapons.  Mind Control weapons also include Electronic Chip “implant” Mind Control Weapons, Nano technology “implant” Mind Control Weapons, Microwave or Electromagnetic Mind Control Weapons.

The main differences between Mind Control Weapons and other weapons are that Mind Control Weapons harm human beings by attacking brain and nervous system. Here is some details information of different Mind Control Weapons:  http://soleilmavis.googlepages.com/links

Millionaire faces murder charge after two-year-old daughter dies

http://www.thisislondon.co.uk/news/article-23399232-details/Millionaire+faces+murder+charge+after+two-year-old+daughter+dies/article.do

A City executive could face a murder charge after the two-year-old daughter he allegedly battered into a coma died.

Yanire Izaga was pronounced dead at St Thomas' Hospital yesterday evening after her life-support machine was switched off.

Insurance chief Alberto Izaga, 36, is believed to have punched and kicked her with such severity that she suffered a fractured skull.

The child, who turned two in February, was found bleeding from the nose, mouth and ears after neighbours reported screams and shouts from the family's £1 million flat overlooking the Thames.

Mr Izaga was arrested and sectioned under the Mental Health Act.

Police said a post mortem examination would be scheduled in due course and an inquest will be opened and adjourned.

Mr Izaga, who was recently promoted to the executive board of insurance giant Swiss Re, remains under watch amid fears he might attempt suicide.

His wife Ligia, who tried to protect her daughter during the attack, had been keeping a bedside vigil for Yanire.

A consultant psychiatrist has interviewed Spanish-born Mr Izaga after reports that he had heard "voices in his head" before the alleged attack.

So I am sure this gentleman is a mind control victim, he did not only hear "voices", he was also controlled by mind control weapons. At that moment, being attacked by mind control weapons, he could not control his emotions, he could not control his anger, he could not control his depress, and the most important thing was that he could not control his behavior. At the time, when he was beating his doughter, he was totally not him, he was controlled by a group of evils who were using mind control electromagnetic weapons to control him.

It was very sad that this Mr Izaga did not know that he was a mind control victim, if he would know this ealier, this Tragedy would not happened.

Mr Izaga's godfather, Izaga Ruiz, speaking from Bilbao, said: "Everyone in the family is absolutely heartbroken... I simply cannot believe that Alberto would do something like this."

Family friends in Spain told how Mr Izaga's father, Alberto Snr, a businessman, and mother Milagros have travelled to London to be with their daughter-in-law.

Colleagues and friends of Mr Izaga have portrayed him as a family man, respected within his profession, who appeared to be coping with the pressures of his job.

Two weeks ago the couple flew with their daughter to Mr Izaga's home town of Alorta, six miles north of Bilbao, for a wedding.

A family friend, who saw the couple during the visit, said: "He seemed to be completely happy. He is not one of those stand-off fathers at all."

Mr Izaga met his wife when they worked for General Electric company in Connecticut. She was born in the Cape Verde Islands off the west African coast, and moved to the US. She works in business development and has a background in mergers and acquisitions.

The couple came to London in 2002 and she transferred to another General Electric company, GE Equity Europe.

More and more Mind Control and Directed Energy Weapons victims stories had come to Newspapers. Here is one of them.

NAPA MAN BATTLES U.S. SECRET SERVICE
Government won't send files ordered by Court on electronic weapon system
by Harry V. Martin

First in a Series

Despite the fact that a murder attempt was made on his biological father and his adopted father was murdered, a Napa man is challenging the United States government.

Donald M. Friedman is concerned about use of the Secret Service and any other government agencies using directed energy weapons systems on civilians. He has filed several requests for documents from the government under the Freedom of Information Act (FOIA) concerning directed energy weapons which the Pentagon claims are legal under international law. Human rights groups are arguing that the weapons could be used inhumanely.

The devices can affect the human body. Millimeter waveband energy can penetrate human skin to a very shallow depth, heating the tissue below. This produces a burning pain without actually damaging the tissue. The pain forces the person to flee the area. This type of weapon, according to published reports, shows great potential as a riot-control device or area-denial system.

The IEE International Symposium on Technology and Society in 1997 states, the development of high-power microwave weaponry, and its proliferation into subversive organizations, offers the means to commit the perfect crime? ?The weapon attacks typically leave no residual evidence and their effects can range from nuisance to catastrophic.

Friedman has been shoved from pillar to post by the federal government ?from denial that such weaponry exists to stalling on the release of any material. In fact, in an attempt to cause a roadblock, the federal government asked for $3828.28 in advance to gather the material. Friedman paid the money and still no documents.

Finally, Friedman took the issue to federal court. The federal government asked for delay after delay. Finally, Judge Richard W. Roberts, a United States District Judge ordered the United States Secret Service to provide the documents requested by Friedman by July 20, 2007. July 20 has come and gone and the Secret Services still failed to comply with the United States District Court order. No explanation was given for not providing the documents ?just total silence. Friedman is now filing contempt of court actions against the Secret Service and seeking sanctions.

WHY NAPA MAN IS FIGHTING SECRET SERVICE
He is seeking to prove they have technology that killed his father and is targetting him
by Harry V. Martin
Second in a Series
When Donald M. Friedman sued the U.S. Secret Service it was only the tip of the iceberg in his quest to prove several unanswered questions ?but includes the search for his biological father murderers.
Friedman has sent letters to the U.S. Secret Service in order to obtain documents showing their possession and use of energy weapons. When the U.S. Secret Service received his request for information an attempt was made to discourage him by indicating that he would have to pay $3828.28 just for the time to find the files. To their surprise he came up with the money. Friedman does not have much money but the funds were provided to him by Napa County.
But even after receiving the $3828.28 check the U.S. Secret Service has balked at sending him any of the information he requested ?so Friedman took the U.S. Secret Service to Federal Court in Washington, D.C. by mail. The U.S. Secret Service has made motion after motion to delay any request to have the documents turned over. Federal Judge Richard W. Roberts finally ordered the U.S. Secret Service to turn over the files to Friedman. The judge set a deadline of July 20. That date has come and gone and the U.S. Secret Service has remained silent and has not provided any records.
Now Friedman is filing a motion for sanctions and a new demand for the material. What is the U.S. Secret Service attempting to hide? After the assassination of John F. Kennedy, the U.S. Secret Service was permitted to have access and knowledge of all military weaponry. Electronic weaponry can be used to inflict pain on individuals from a distance of 1000 meters. Human Rights organizations are up in arms over what they believe is the use of such weaponry on individuals. The IEE International Symposium on Technology said that the development of these weapons can enable an organization to commit the perfect crime?with no trace of the weapons use on individuals.
The weapons were designed mainly to disable individuals on a temporary basis. The Secret Service was originally interested in procuring the weaponry to 搒tun?or halt individuals that might attempt to harm the President of the United States. But now several hundreds of individuals and Human Rights groups believe the weaponry is used by the Secret Service to targeted individuals ? even those with no intent of harming the President of the United States.
Friedman believes he has been a target. He is backed up by others who believe this, as well. Friedman quest is to prove to a Court of Law that such weapons exist inside the U.S. Secret Service. He had been to Court on the issue in the past but the Judge ruled that there was no evidence such weaponry existed or that the U.S. Secret Service had them. The freedom of information request was primarily to prove to the judge that they do, indeed, exist and are in the possession of the Secret Service.
Over 1100 American soldiers died near the end of World War Two from experimentation of such weapons on them by the military ?human guinea pigs. With the Secret Service obtaining access to any type of microwave technology, the question becomes: Why? Friedman, if he can prove his case in court, believes he can track down the murderers of his father.

THE UNITED STATES DISTRICT COURT
FOR THE DISTRICT OF COLUMBIA
DONALD M. FRIEDMAN,
            Plaintiff,
      vs.
U.S. SECRET SERVICE,
            Defendant.
Case No.: Case No. 06-cv-2125 (RWR)
VERIFIED MOTION TO COMPEL PRODUCTION OF IMPROPERLY WITHHELD/EXCLUDED RECORDS, ETC.
  1. The Plaintiff in the above-captioned case respectfully moves for this court to immediately compel the Defendant, U.S. Secret Service, to provide the records, etc. it was ordered to provide to the Plaintiff by July 20, 2007. See this court抯 May 29, 2007 order. The vast majority of the requested records, etc. are presently being improperly withheld from the Plaintiff pursuant to the Defendant misusing many Freedom of Information Act (FOIA? exemptions and a 5 USC ?552 (c)(1) FOIA record exclusion provision to avoid providing (or even acknowledging the existence of) the records, etc. to the Plaintiff which incriminate the agency in over 40 years of very serious criminal misconduct (including long-term, long-range, anonymous torture, coercion, control, abuse, etc. of the Plaintiff and thousands of other similarly-situated victims from up to 1000 meters away) and reveal the long-term, criminal misuse of directed-energy weapons (DEWs? and other directed-energy technologies (DETs?, as well as warrantless misuse of related, electromagnetic radiation-based, wall-penetrating audio and video surveillance equipment which is used in conjunction with the DEWs/DETs for DEW/DET targeting and warrantless individual and group monitoring.
  2.  The relevant part of the FOIA statute related to the record exclusion provision the Defendant is misusing to shield its criminal misconduct states:
(c)(1) Whenever a request is made which involves access to records described in subsection (b)(7)(A) and--
    (A) the investigation or proceeding involves a possible violation of criminal law; and
    (B) there is reason to believe that (i) the subject of the investigation or proceeding is not aware of its pendency, and (ii) disclosure of the existence of the records could reasonably be expected to interfere with enforcement proceedings, the agency may, during only such time as that circumstance continues, treat the records as not subject to the requirements of this section.
  1. After many instances of Defendant requesting nonsensical extensions and stays in the instant case, including one motion for a stay which made up a non-existent fee issue, this court ordered the Defendant to produce all requested records, etc. to the Plaintiff by July 20, 2007. Id.
  1. In the Defendant late response, dated July 23, 2007, the Defendant sent the Plaintiff approximately 150 pages of documents, some with redactions, along with a letter stating that 454 pages of additional records were being withheld in their entirety, pursuant to various exemptions. See attached, Exhibit a true and correct copy of the July 23, 2007 letter from the Defendant.
  1. The records the Defendant provided to the Plaintiff and the 454 others which were withheld in their entirety represent only a very small portion of the records, etc. the Defendant has in its custody and/or control which are responsive to the Plaintiff FOIA request.
  1. The Defendant is improperly basing its use of the 5 USC ?552 (c)(1) record exclusion provision of the FOIA on the fact that any release of records, etc. verifying the Plaintiff allegations of DEWs?DETs?misuse would instantly identify the Defendant as the source of all of the DEW/DET-related activities/misconduct, and would indiscriminately allow all of its victims to instantly and positively identify the Defendant activities in relation to them, which undoubtedly includes some persons the agency believes it has a legitimate right to use the DEW/DET devices on for investigations/enforcement actions who would also immediately become aware of the pendency of the agency activities in relation to them. This is due to the unique, perceivable effects of the DEWs/DETs, the similarity between the Defendant methods/the victims?accounts of the government misuse of the DEWs/DETs, the fact that there are no other federal agencies as far along in using the unique, Secret Service-developed combination of DEWs/DETs, as well as the Defendant抯 unique methods of the misuse of the devices. This combination of technologies and methods of misuse provide a signature,?identifiable as only belonging to the Defendant, and the Defendant is using that as the flimsy, nonsensical excuse by which it is misusing the FOIA record exclusion provision of 5 USC ?552 (c)(1).
  1. The Defendant agency is deliberately misusing the record exclusion provision in a way it was never designed or intended to be used because it knows that if it discloses any records, etc. which confirm the Plaintiff抯 allegations it will allow every one of the thousands of the Defendant抯 victims, including the Plaintiff, to instantly, positively identify the Defendant as the source of the decades of torture, coercion, control, abuse, etc. and will allow all of the victims to take legal action against the Defendant as well as expose the Defendant抯 criminal and professional misconduct to the world, which would have extremely far-reaching consequences, including, but not limited to the likely stripping of the agency of the future use of any of the DEW/DET devices which have been so egregiously misused by the Defendant for over 40 years.
  1. The Defendant has engaged in the following criminal and professional misconduct in relation to the Plaintiff over the last 40 years:

Before police fatally shot her inside Houston police headquarters, explaining that she'd lunged at an officer with a knife early Sunday, Marnell Robertson Villarreal left a cryptic telephone message with an attorney who had represented her more than a decade ago.

The message is mostly unintelligible, but the 42-year-old Villarreal could be heard saying she was afraid of being kidnapped by mysterious forces who "won't stop what they're doing."

"These people are definitely getting more out of control," she said.

Attorney Clyde Miller thinks Villarreal called his office sometime Saturday. The tone was similar in a lengthy letter she faxed to him in March.

"I didn't really act on (the letter) because a lot of it is really bizarre," Miller said.

In the rambling, 13-page letter, Villarreal claimed law enforcement officials poisoned her with arsenic and implanted electronic tracking devices inside her during a stay at the Harris County Jail.

"I can feel some sort of energy wave in my body that wasn't there before going to jail," Villarreal wrote.

Miller helped Villarreal in a civil housing issue about 14 years ago. That was his last contact with her until late March, when she called and asked if he still remembered her.

"She sent me some papers about ongoing harassment by law enforcement officials," Miller said. "I didn't really see that she had a civil or legal matter I could do anything about."

After reading the letter, it was clear that Villarreal wasn't stable, Miller said.

About 10 percent of officer-involved shootings can be linked to an apparent suicide attempt, said Rick Parent, a Vancouver, British Columbia-area police officer who analyzed 400 cases in the United States and Canada.

Rick Parent,British Columbia,

Villarreal was shot about 2 a.m. Sunday after police said she rushed past the metal detector at Houston Police Department headquarters, while clutching a knife in her fist.

Officers E.D. Smith and A.B. Clay were manning the security desk in the lobby and told her to drop the weapon. Smith then fired a Taser, but HPD officials weren't sure if the electrically charged darts hit Villarreal.

Calling out for the officers to kill her, Villarreal got within a few feet of them when Clay fired a single shot from his service revolver, police said.

警官E.D. Smith and A.B.

On Monday, HPD officials declined to comment on the fatal shooting, citing the ongoing investigation. On Sunday, however, they said the officers showed "great restraint" by attempting to use less than lethal force as their first option.

The officers will undergo mandatory counseling during their administrative leave.

A family member at Villarreal's home declined to comment.

Growing a Brain in Switzerland

Growing a Brain in Switzerland
MANFRED DWORSCHAK - Der Spiegel (Germany)

A network of artificial nerves is growing in a Swiss supercomputer -- meant to simulate a natural brain, cell-for-cell. The researchers at
work on "Blue Brain" promise new insights into the sources of human consciousness.

The machine is beautiful as it wakes up -- nerve cells flicker on the screen in soft pastel tones, electrical charges flash through a maze of
synapses. The brain, just after being switched on, seems a little sleepy, but gentle bursts of current bring it fully to life.

This unprecedented piece of hardware consists of about 10,000 computer chips that act like real nerve cells. To simulate a natural brain, part of the cerebral cortex of young rats was painstakingly replicated in the computer, cell by cell, together with the branched tree-like structure of the synapses.

The simulation was created at the Technical University in Lausanne, Switzerland, where 35 researchers participate in maintaining this artificial brain. It runs on one of the world's most powerful supercomputers, but soon even that computer will be too small. The goal is to build a much bigger electronic thinking machine -- one that would ultimately replicate the human brain.

A project this ambitious would have been ridiculed a few years ago. "Today we have the computers we need," says biologist Henry Markram,
44, the project's director. "And we know enough to begin." Markram knows about the problems his group can look forward to. "But if we don't build the brain," he says, "we'll never understand how it works." In fact, there have been tremendous advances in brain research for years; but answers to the big questions are as elusive as ever. How does consciousness develop within the electric orchestra of cells? How exactly does a spark of intellect ignite from the interplay among genes, proteins and messenger substances?

The Lausanne model, dubbed "Blue Brain," is the most radical attempt so far to investigate the mystery of consciousness. The idea is eductively simple: To determine how the mind emerges from biology, replicate the biology. It's a task that requires enormous patience and attention to detail, a process that ultimately means mimicking nature one molecule at a time.

Though the first artificial brain may seem simple, it will be a useful model. Brain researchers can use it to reproduce functions from the real organ and test their theories. As they build in new processes, the model grows ever more detailed -- a sort of wiki project of the mind. It also offers an important advantage over a natural brain, since it lets researchers monitor each and every (simulated) mental activity in the machine.

But -- has there been mental activity?

The newborn "Blue Brain" surprised the designers with its willfulness from the very first day. It had hardly been fed electrical impulses before strange patterns began to appear on the screen with the lightning-like flashes produced by cells that scientists recognize from actual thought processes. Groups of neurons started becoming attuned to one another until they were firing in rhythm. "It happened entirely on its own," says Markram. "Spontaneously."

Building the electronic rat brain

Ten thousand artificial nerve cells have been interwoven in Lausanne, and the researchers aim to increase the number to one million within the next year. Which doesn't mean they're satisfied: The work is scheduled right now to last beyond 2015. By then, unless the project proves too ambitious, Markram and his team hope to be ready for their primary goal: a computer model of an entire human brain -- right now almost a sheer flight of fancy, given the 100 billion cells they would have to engineer.

Skeptics wonder what the purpose is of painstakingly replicating things when scientists have so little understanding of their purpose and
function. Indeed, no one will know, within the foreseeable future, what exactly happens in the circuits of the replicated brain -- except that
whatever it is, it looks seductively authentic to an outside observer.

Perhaps the only ones who could have known are the scores of rats that carry on a shadow-like existence in this supercomputer. Researchers opened thousands of rat skulls over the years, removed their brains, and cut them into thin slices, which they kept alive. Then they directed tiny sensors at the individual neurons. They listened to the cells firing neurons, and intercepted the responses coming from the adjacent cells.

The brain slices were exposed to a variety of electrical impulses. The impulses reflected the stimuli that may have been received by the
laboratory rats' brains when the animals smelled cheese or were startled by a shape. The cells reacted -- just as they did when the rats were still alive -- by sending electrical charges through the neuroplexus. The researchers' measuring devices recorded all signals until the brain slices expired.

In the end, the researchers at Markram's lab collected the entire repertoire of behavior of hundreds of types of cells in every conceivable
situation in a rat's life -- stored in endless tables. This vast stockpile of data let the researchers start building their digital doppelgnger.

Henry Markram, a South African by birth, has spent the last 15 years studying the interplay among brain cells. He learned to use brain-impulse sensors in the Heidelberg laboratory of Dr. Bert Sakmann. Sakmann had developed a method of applying suction to individual gray cells using tiny glass tubes, prompting the cells to release their electric signals. In 1991 he was awarded the Nobel Prize in Physiology or Medicine for his research. His student, Markram, further developed the method until he was able to monitor several cells at the same time -- a number that he has now increased to twelve. "That was the breakthrough," says Markram. "We had paved the way to the artificial
brain by the time we arrived at communication between the cells."

Researchers working on this puzzle, though, still expect to receive a few lessons in applied modesty, given the overwhelming complexity of the brain. It took months to complete a copy of the first brain cell to be transferred to the computer. The digital cell model is based on
millions of formulas -- that much data is needed to achieve fairly natural behavior. The computing capacity the project requires is correspondingly high. A whole processor is currently needed to simulate the behavior of a single cell. But this is the price of uncompromising realism. A nerve cell's capacity to process electric signals is almost unfathomable. It reacts to incoming stimuli using tiny pores, known as ion channels, tens of thousands of which are distributed across its surface. Electrically charged particles slip in and out of the cell through these gateways. The cell takes part in the orchestra of thought by opening or closing its ion channels. This is how it prepares itself to fire; this is also how it sends signals to neighboring cells, through thin protrusions known as axons.

The computer model also includes ion channels, and their distribution almost mirrors the original. "However, at this level of precision it
would be impossible for us to produce millions of cells manually," says Markram. The solution required a stroke of boldness: "We had to industrialize it."

Technology recapitulates biology

Today the Blue Brain project essentially has its own factory to produce artificial brain matter, so the computer can clone nerve cells almost
automatically. The system's production line can produce whole series of neurons, one after another. Its memory contains close to 400 types, differentiated by shape. The stored neurons could be used to construct thinking tools of any size, in principle. Before they can be approved for use, though, the individual cells are randomly provided with individual characteristics -- because in the actual brain, no two cells are identical.

While none of this is especially challenging for a supercomputer, the real work starts when the time comes to link 10,000 non-identical cells to one another in a way that mirrors nature. The result is a particularly tricky 3-D puzzle, because each cell has about 10,000 protrusions
with which it attempts to connect to other cells. The computer, in other words, must rotate and twist all cells in the space until their
conductors are connected -- correctly -- at a total of 100 million points of contact.

The first phase of the project, which is currently underway, simulates a tiny part of a rat's cerebral cortex known as a cortical column,
a dense tangle of interconnected cells about two millimeters long and half a millimeter in diameter. The cerebral cortex of all mammals,
including man, consists of such cortical columns. Once evolution had hit upon a successful model, it apparently saw no reason to modify it significantly.Cortical columns are all-purpose tools, equally suited to provide sharp vision, acute hearing and complex reasoning. "We see it as a sort of miniature brain," says Markram. "With only one of these columns, we would certainly be capable of processing environmental stimuli, though only in a very blurred way."

The cells in the Lausanne brain model still lack their chemical insides. They simulate the abundance of electric signals being exchanged,
but not the molecular machines that produce them. The artificial cells do not contain proteins, which, in real cells, combine to form ion grids,
for example. More important, the genes that are switched on to produce these proteins are also absent.

"We will incorporate the molecules later," says project manager Felix Sch眉rmann. "In the next few months we'll focus on fine-tuning the model we already have." The researchers repeatedly test their circuits, comparing their behavior with the results from the rat experiments. Only when there are no longer any significant differences is the simulation ready for the next phase.

The team expects to begin replicating a whole rat brain by early next year. For that purpose, however, the current computer will no longer be sufficient and the researchers will need a new supercomputer, the world's fastest. But even that level of computing speed won't be enough for long, as the team scrambles up the ladder of life forms. "We'll model a cat brain, a primate brain and finally a human brain," says Markram confidently, as if there's no reason to doubt the feasibility of such a goal. Each step along the way will likely need the latest generation of supercomputer.

Is it even possible?

Computer giant IBM has provided the machinery for Blue Brain from the beginning. The company has positioned itself for some time as a supplier of supercomputers for the scientific community, lured by a rapidly growing market. The Lausanne brain simulation is therefore also a chance for IBM to gather experience in new and daunting challenges.

The researchers in the Blue Brain group are already working with IBM experts on the plans for a computer that would operate at nearly
inconceivable speeds -- the kind of machine needed to simulate the human brain. It would be an absurd undertaking if it were based on current technology. A computer capable of running such a simulation would be a colossus the size of several soccer fields. "And we'd have an electric bill of $3 billion a year," says Markram. But the outlook changes considerably when Markram accounts for the rapid growth in performance in chip technology. "By 2015 we will have arrived at a level of energy consumption that we could certainly afford."

But the question is, is all the cost and effort worth it? "Half the research community will say our project is nonsense," says Markram. "In their view, the brain is far too complex to allow for successful replication." In fact, there are an almost infinite number of possibilities to connect only a few million brain cells. How could it ever be possible to decide which of those combinations will produce consciousness? "That's a fundamental misconception," says Markram. "We aren't interested in the theoretical number. After all, evolution found a biological solution."

The researchers in Lausanne believe they can reach this solution one step at a time. The more detailed information about brain biology they
incorporate into the simulation, the easier their remaining work becomes. This is because many theoretically possible but meaningless brain
combinations will be eliminated. What will remain, the researchers believe, are valid combinations that could give rise to thought.

It's a daring bet on the future. The Blue Brain group lacks neither funds nor pioneering spirit. Its researchers do not hesitate to place it on
par with the human genome project. They are convinced that just as the genome project has decoded man's genetic makeup, their project in Lausanne will decipher the fundamental biological tools of his capacity for thought.

If all goes well, the results of research in Lausanne will not be the only data incorporated into the brain model. The Brain Mind Institute
alone, which Markram co-directs, employs up to 125 researchers, but it could theoretically draw on the collective research of the global
scientific community. "We now have about 35,000 publications a year in neuroscience," says Markram. "No single researcher knows even one percent of that. We won't get anywhere without a model that integrates all of this fragmented knowledge."

Once Blue Brain operates reliably, fellow scientists from the around the world will be invited to use it to try out their new discoveries and theories. The project laboratory also includes a screening room where simulations can be viewed in real time. Researchers watching
the simulation can distinguish individual cell groups and watch as cascades of excitation patterns not unlike toppling dominoes surge
through the tissue. They can simulate flying around in the cerebral cortex or watch in slow motion as millions of ion channels systematically open and close.

But the main purpose of the artificial brain, say its creators, is to make new types of experiments possible. For example, what happens when damage is inflicted on certain types of cells whose function still isn't determined? How many cells can be switched off until the behavior of the surviving cells around them becomes erratic, or the entire circuit breaks down? Scientists know that a similar process occurs in the brains of
epileptics and Alzheimer's patients. Armed with current methods, which by their very nature are based on external observation, medical science has gained only a schematic picture of the processes in these patients' brains. Using Blue Brain, researchers would simply fly to the crisis zones inside a virtual skull.
Such studies are conceivable, though, only in a model that mirrors biology. The so-called neural networks that other researchers have developed for years are very different. A neural network is also meant to behave like a brain, somehow, but how the likeness is achieved -- the circuitry underneath -- is more or less irrelevant. Someone building a cow using this principle would be content with any milk machine that moos and produces the occasional cowpat.

"That doesn't help us to understand the biology," says Markram. The researchers in Lausanne are interested in the real cow: "Our first priority is that we never use tricks to achieve the correct result," says project manager Sch眉rmann.
"If something goes wrong in the simulation, our only option to improve it is by incorporating new biological knowledge."

One day the research could even open a door to real life for their artificial brain. This wouldn't present much of a technological challenge. "We could simply connect a robot to the brain model," says Markram. "Then we could see how it reacts to real environments." But Blue
Brain will be given a taste of real life only after it has performed flawlessly in the laboratory. Until then its environment won't be very exciting -- nothing but an air-conditioned mainframe room, and standard stimuli derived from textbook data.

"One tries to convince friends and family that you are being electronically harassed with voices that only you can hear," he writes in an e-mail. "You learn to stop doing that. They don't believe you, and they become sad and concerned, and it amplifies your own depression when you have voices screaming at you and your friends and family looking at you as a helpless, sick, mentally unbalanced wreck."

He says he grew frustrated with anti-psychotic medications meant to stop the voices, both because the treatments didn't work and because psychiatrists showed no interest in what the voices were telling him. He began to look for some other way to cope.

"In March of 2005, I started looking up support groups on the Internet," he wrote. "My wife would cry when she would see these sites, knowing I still heard voices, but I did not know what else to do." In 2006, he says, his wife, who had stood by him for three years, filed for divorce.

Moore, like other TIs, is cautious about sharing details of his life. He worries about looking foolish to friends and colleagues -- but he says that risk is ultimately worthwhile if he can bring attention to the issue.

With his father's financial help, Moore is now studying for an electrical engineering degree at the University of Texas at San Antonio, hoping to prove that V2K, the technology to send voices into people's heads, is real. Being in school, around other people, helps him cope, he writes, but the voices continue to taunt him.

Recently, he says, they told him: "We'll never stop [messing] with you."

A WEEK BEFORE THE TIS RALLY ON THE NATIONAL MALL, John Alexander, one of the people whom Harlan Girard holds personally responsible for the voices in his head, is at a Chili's restaurant in Crystal City explaining over a Philly cheese steak and fries why the United States needs mind-control weapons.

A former Green Beret who served in Vietnam, Alexander went on to a number of national security jobs, and rubbed shoulders with prominent military and political leaders. Long known for taking an interest in exotic weapons, his 1980 article, "The New Mental Battlefield," published in the Army journal Military Review, is cited by self-described victims as proof of his complicity in mind control. Now retired from the government and living in Las Vegas, Alexander continues to advise the military. He is in the Washington area that day for an official meeting.

Beneath a shock of white hair is the mind of a self-styled military thinker. Alexander belongs to a particular set of Pentagon advisers who consider themselves defense intellectuals, focusing on big-picture issues, future threats and new capabilities. Alexander's career led him from work on sticky foam that would stop an enemy in his or her tracks to dalliances in paranormal studies and psychics, which he still defends as operationally useful.

In an earlier phone conversation, Alexander said that in the 1990s, when he took part in briefings at the CIA, there was never any talk of "mind control, or mind-altering drugs or technologies, or anything like that."

According to Alexander, the military and intelligence agencies were still scared by the excesses of MK-ULTRA, the infamous CIA program that involved, in part, slipping LSD to unsuspecting victims. "Until recently, anything that smacked of [mind control] was extremely dangerous" because Congress would simply take the money away, he said.

Alexander acknowledged that "there were some abuses that took place," but added that, on the whole, "I would argue we threw the baby out with the bath water."

But September 11, 2001, changed the mood in Washington, and some in the national security community are again expressing interest in mind control, particularly a younger generation of officials who weren't around for MK-ULTRA. "It's interesting, that it's coming back," Alexander observed.

While Alexander scoffs at the notion that he is somehow part of an elaborate plot to control people's minds, he acknowledges support for learning how to tap into a potential enemy's brain. He gives as an example the possible use of functional magnetic resonance imaging, or fMRI, for lie detection. "Brain mapping" with fMRI theoretically could allow interrogators to know when someone is lying by watching for activity in particular parts of the brain. For interrogating terrorists, fMRI could come in handy, Alexander suggests. But any conceivable use of the technique would fall far short of the kind of mind-reading TIs complain about.

Alexander also is intrigued by the possibility of using electronic means to modify behavior. The dilemma of the war on terrorism, he notes, is that it never ends. So what do you do with enemies, such as those at Guantanamo: keep them there forever? That's impractical. Behavior modification could be an alternative, he says.

"Maybe I can fix you, or electronically neuter you, so it's safe to release you into society, so you won't come back and kill me," Alexander says. It's only a matter of time before technology allows that scenario to come true, he continues. "We're now getting to where we can do that." He pauses for a moment to take a bite of his sandwich. "Where does that fall in the ethics spectrum? That's a really tough question."

When Alexander encounters a query he doesn't want to answer, such as one about the ethics of mind control, he smiles and raises his hands level to his chest, as if balancing two imaginary weights. In one hand is mind control and the sanctity of free thought -- and in the other hand, a tad higher -- is the war on terrorism.

But none of this has anything to do with the TIs, he says. "Just because things are secret, people tend to extrapolate. Common sense does not prevail, and even when you point out huge leaps in logic that just cannot be true, they are not dissuaded."

WHAT IS IT THAT BRINGS SOMEONE, EVEN AN INTELLIGENT PERSON, to ascribe the experience of hearing disembodied voices to government weapons?

In her book, Abducted, Harvard psychologist Susan Clancy examines a group that has striking parallels to the TIs: people who believe they've been kidnapped by aliens. The similarities are often uncanny: Would-be abductees describe strange pains, and feelings of being watched or targeted. And although the alleged abductees don't generally have auditory hallucinations, they do sometimes believe that their thoughts are controlled by aliens, or that they've been implanted with advanced technology.

(On the online forum, some TIs posted vociferous objections to the parallel, concerned that the public finds UFOs even weirder than mind control. "It will keep us all marginalized and discredited," one griped.)

Clancy argues that the main reason people believe they've been abducted by aliens is that it provides them with a compelling narrative to explain their perception that strange things have happened to them, such as marks on their bodies (marks others would simply dismiss as bruises), stimulation to their sexual organs (as the TIs describe) or feelings of paranoia. "It's not just an explanation for your problems; it's a source of meaning for your life," Clancy says.

In the case of TIs, mind-control weapons are an explanation for the voices they hear in their head. Socrates heard a voice and thought it was a demon; Joan of Arc heard voices from God. As one TI noted in an e-mail: "Each person undergoing this harassment is looking for the solution to the problem. Each person analyzes it through his or her own particular spectrum of beliefs. If you are a scientific-minded person, then you will probably analyze the situation from that perspective and conclude it must be done with some kind of electronic devices. If you are a religious person, you will see it as a struggle between the elements of whatever religion you believe in. If you are maybe, perhaps more eccentric, you may think that it is alien in nature." Or, if you happen to live in the United States in the early 21st century, you may fear the growing power of the NSA, CIA and FBI.

Being a victim of government surveillance is also, arguably, better than being insane. In Waugh's novella based on his own painful experience, when Pinfold concludes that hidden technology is being used to infiltrate his brain, he "felt nothing but gratitude in his discovery." Why? "He might be unpopular; he might be ridiculous; but he was not mad."

Ralph Hoffman, a professor of psychiatry at Yale who has studied auditory hallucinations, regularly sees people who believe the voices are a part of government harassment (others believe they are God, dead relatives or even ex-girlfriends). Not all people who hear voices are schizophrenic, he says, noting that people can hear voices episodically in highly emotional states. What exactly causes these voices is still unknown, but one thing is certain: People who think the voices are caused by some external force are rarely dissuaded from their delusional belief, he says. "These are highly emotional and gripping experiences that are so compelling for them that ordinary reality seems bland."

Ralph Hoffman

Perhaps because the experience is so vivid, he says, even some of those who improve through treatment merely decide the medical regimen somehow helped protect their brain from government weapons.

Scott Temple, a professor of psychiatry at Penn State University who has been involved in two recent studies of auditory hallucinations, notes that those who suffer such hallucinations frequently lack insight into their illness. Even among those who do understand they are sick, "that awareness comes and goes," he says. "People feel overwhelmed, and the delusional interpretations return."

BACK AT THE PHILADELPHIA TRAIN STATION, Girard seems more agitated. In a meeting the week before, his "handlers" had spoken to him only briefly -- they weren't in the right position to attack him, Girard surmises, based on the lack of voices. Today, his conversation jumps more rapidly from one subject to the next: victims of radiation experiments, his hatred of George H.W. Bush, MK-ULTRA, his personal experiences.

Asked about his studies at Penn, he replies by talking about his problems with reading: "I told you, everything I write they dictate to me," he says, referring again to the voices. "When I read, they're reading to me. My eyes go across; they're moving my eyes down the line. They're reading it to me. When I close the book, I can't remember a thing I read. That's why they do it."

The week before, Girard had pointed to only one person who appeared suspicious to him -- a young African American man reading a book; this time, however, he hears more voices, which leads him to believe the station is crawling with agents.

"Let's change our location," Girard says after a while. "I'm sure they have 40 or 50 people in here today. I escaped their surveillance last time -- they won't let that happen again."

Asked to explain the connection between mind control and the University of Pennsylvania, which Girard alleges is involved in the conspiracy, he begins to talk about defense contractors located near the Philadelphia campus: "General Electric was right next to the parking garage; General Electric Space Systems occupies a huge building right over there. From that building, you could see into the studio where I was doing my work most of the time. I asked somebody what they were doing there. You know, it had to do with computers. GE Space Systems. They were supposed to be tracking missile debris from this location . . . pardon me. What was your question again?"

Yet many parts of Girard's life seem to reflect that of any affluent 70-year-old bachelor. He travels frequently to France for extended vacations and takes part in French cultural activities in Philadelphia. He has set up a travel scholarship at the Cleveland Institute of Art in the name of his late mother, who attended school there (he changed his last name 27 years ago for "personal reasons"), and he travels to meet the students who benefit from the fund. And while the bulk of his time is spent on his research and writing about mind control, he has other interests. He follows politics and describes outings with friends and family members with whom he doesn't talk about mind control, knowing they would view it skeptically.

Girard acknowledges that some of his experiences mirror symptoms of schizophrenia, but asked if he ever worried that the voices might in fact be caused by mental illness, he answers sharply with one word: "No."

How, then, does he know the voices are real?

"How do you know you know anything?" Girard replies. "How do you know I exist? How do you know this isn't a dream you're having, from which you'll wake up in a few minutes? I suppose that analogy is the closest thing: You know when you have a dream. Sometimes it could be perfectly lucid, but you know it's a dream."

The very "realness" of the voices is the issue -- how do you disbelieve something you perceive as real? That's precisely what Hoffman, the Yale psychiatrist, points out: So lucid are the voices that the sufferers -- regardless of their educational level or self-awareness -- are unable to see them as anything but real. "One thing I can assure you," Hoffman says, "is that for them, it feels real."

IT LOOKS ALMOST LIKE ANY OTHER SMALL POLITICAL RALLY IN WASHINGTON. Posters adorn the gate on the southwest side of the Capitol Reflecting Pool, as attendees set up a table with press materials, while volunteers test a loudspeaker and set out coolers filled with bottled water. The sun is out, the weather is perfect, and an eclectic collection of people from across the country has gathered to protest mind control.

There is not a tinfoil hat to be seen. Only the posters and paraphernalia hint at the unusual. "Stop USA electronic harassment," urges one poster. "Directed Energy Assaults," reads another. Smaller signs in the shape of tombstones say, "RIP MKULTRA." The main display, set in front of the speaker's lectern has a more extended message: "HELP STOP HI-TECH ASSAULT PSYCHOTRONIC TORTURE."

About 35 TIs show up for the June rally, in addition to a few friends and family members. Speakers alternate between giving personal testimonials and descriptions of research into mind-control technology. Most of the gawkers at the rally are foreign tourists. A few hecklers snicker at the signs, but mostly people are either confused or indifferent. The articles on mind control at the table -- from mainstream news magazines -- go untouched.

"How can you expect people to get worked up over this if they don't care about eavesdropping or eminent domain?" one man challenges after stopping to flip through the literature. Mary Ann Stratton, who is manning the table, merely shrugs and smiles sadly. There is no answer: Everyone at the rally acknowledges it is an uphill battle.

In general, the outlook for TIs is not good; many lose their jobs, houses and family. Depression is common. But for many at the rally, experiencing the community of mind-control victims seems to help. One TI, a man who had been a rescue swimmer in the Coast Guard before voices in his head sent him on a downward spiral, expressed the solace he found among fellow TIs in a long e-mail to another TI: "I think that the only people that can help are people going through the same thing. Everyone else will not believe you, or they are possibly involved."

In the end, though, nothing could help him enough. In August 2006, he would commit suicide.

But at least for the day, the rally is boosting TI spirits. Girard, in what for him is an ebullient mood, takes the microphone. A small crowd of tourists gathers at the sidelines, listening with casual interest. With the Capitol looming behind him, he reaches the crescendo of his speech, rallying the attendees to remember an important thing: They are part of a single community.

"I've heard it said, 'We can't get anywhere because everyone's story is different.' We are all the same," Girard booms. "You knew someone with the power to commit you to the electronic concentration camp system."

Several weeks after the rally, Girard shows up for a meeting with a reporter at the stately Mayflower Hotel in Washington, where he has stayed frequently over the two decades he has traveled to the capital to battle mind control. He walks in with a lit cigarette, which he apologetically puts out after a hotel employee tells him smoking isn't allowed anymore. He is half an hour late -- delayed, he says, by a meeting on Capitol Hill. Wearing a monogrammed dress shirt and tie, he looks, as always, serious and professional.

Girard declines to mention whom on Capitol Hill he'd met with, other than to say it was a congressional staffer. Embarrassment is likely a factor: Girard readily acknowledges that most people he meets with, ranging from scholars to politicians, ignore his entreaties or dismiss him as a lunatic.

Lately, his focus is on his Web site, which he sees as the culmination of nearly a quarter-century of research. When completed, it will contain more than 300 pages of documents. What next? Maybe he'll move to France (there are victims there, too), or maybe the U.S. government will finally just kill him, he says.

Meanwhile, he is always searching for absolute proof that the government has decoded the brain. His latest interest is LifeLog, a project once funded by the Pentagon that he read about in Wired News. The article described it this way: "The embryonic LifeLog program would dump everything an individual does into a giant database: every e-mail sent or received, every picture taken, every Web page surfed, every phone call made, every TV show watched, every magazine read. All of this -- and more -- would combine with information gleaned from a variety of sources: a GPS transmitter to keep tabs on where that person went, audiovisual sensors to capture what he or she sees or says, and biomedical monitors to keep track of the individual's health."

Girard suggests that the government, using similar technology, has "catalogued" his life over the past two years -- every sight and sound (Evelyn Waugh, in his mind-control book, writes about his character's similar fear that his harassers were creating a file of his entire life).

Girard thinks the government can control his movements, inject thoughts into his head, cause him pain day and night. He believes that he will die a victim of mind control.

Is there any reason for optimism?

Girard hesitates, then asks a rhetorical question.

"Why, despite all this, why am I the same person? Why am I Harlan Girard?"

For all his anguish, be it the result of mental illness or, as Girard contends, government mind control, the voices haven't managed to conquer the thing that makes him who he is: Call it his consciousness, his intellect or, perhaps, his soul.

"That's what they don't yet have," he says. After 22 years, "I'm still me."

Mind Games

New on the Internet: a community of people who believe the government is beaming voices into their minds. They may be crazy, but the Pentagon has pursued a weapon that can do just that.

By Sharon Weinberger  Sunday, January 14, 2007;

Sharon Weinberger 2007

IF HARLAN GIRARD IS CRAZY, HE DOESN'T ACT THE PART. He is standing just where he said he would be, below the Philadelphia train station's World War II memorial -- a soaring statue of a winged angel embracing a fallen combatant, as if lifting him to heaven. Girard is wearing pressed khaki pants, expensive-looking leather loafers and a crisp blue button-down. He looks like a local businessman dressed for a casual Friday -- a local businessman with a wickedly dark sense of humor, which had become apparent when he said to look for him beneath "the angel sodomizing a dead soldier." At 70, he appears robust and healthy -- not the slightest bit disheveled or unusual-looking. He is also carrying a bag.

Girard's description of himself is matter-of-fact, until he explains what's in the bag: documents he believes prove that the government is attempting to control his mind. He carries that black, weathered bag everywhere he goes. "Every time I go out, I'm prepared to come home and find everything is stolen," he says.

The bag aside, Girard appears intelligent and coherent. At a table in front of Dunkin' Donuts inside the train station, Girard opens the bag and pulls out a thick stack of documents, carefully labeled and sorted with yellow sticky notes bearing neat block print. The documents are an authentic-looking mix of news stories, articles culled from military journals and even some declassified national security documents that do seem to show that the U.S. government has attempted to develop weapons that send voices into people's heads.

"It's undeniable that the technology exists," Girard says, "but if you go to the police and say, 'I'm hearing voices,' they're going to lock you up for psychiatric evaluation."

The thing that's missing from his bag -- the lack of which makes it hard to prove he isn't crazy -- is even a single document that would buttress the implausible notion that the government is currently targeting a large group of American citizens with mind-control technology. The only direct evidence for that, Girard admits, lies with alleged victims such as himself.

And of those, there are many.

IT'S 9:01 P.M. WHEN THE FIRST PERSON SPEAKS during the Saturday conference call.

Unsure whether anyone else is on the line yet, the female caller throws out the first question: "You got gang stalking or V2K?" she asks no one in particular.

There's a short, uncomfortable pause.

"V2K, really bad. 24-7," a man replies.

"Gang stalking," another woman says.

"Oh, yeah, join the club," yet another man replies.

The members of this confessional "club" are not your usual victims. This isn't a group for alcoholics, drug addicts or survivors of childhood abuse; the people connecting on the call are self-described victims of mind control -- people who believe they have been targeted by a secret government program that tracks them around the clock, using technology to probe and control their minds.

The callers frequently refer to themselves as TIs, which is short for Targeted Individuals, and talk about V2K -- the official military abbreviation stands for "voice to skull" and denotes weapons that beam voices or sounds into the head. In their esoteric lexicon, "gang stalking" refers to the belief that they are being followed and harassed: by neighbors, strangers or colleagues who are agents for the government.

A few more "hellos" are exchanged, interrupted by beeps signaling late arrivals: Bill from Columbus, Barbara from Philadelphia, Jim from California and a dozen or so others.

Derrick Robinson, the conference call moderator, calls order.

"It's five after 9," says Robinson, with the sweetly reasonable intonation of a late-night radio host. "Maybe we should go ahead and start."

THE IDEA OF A GROUP OF PEOPLE CONVINCED THEY ARE TARGETED BY WEAPONS that can invade their minds has become a cultural joke, shorthanded by the image of solitary lunatics wearing tinfoil hats to deflect invisible mind beams. "Tinfoil hat," says Wikipedia, has become "a popular stereotype and term of derision; the phrase serves as a byword for paranoia and is associated with conspiracy theorists."

In 2005, a group of MIT students conducted a formal study using aluminum foil and radio signals. Their surprising finding: Tinfoil hats may actually amplify radio frequency signals. Of course, the tech students meant the study as a joke.

But during the Saturday conference call, the subject of aluminum foil is deadly serious. The MIT study had prompted renewed debate; while a few TIs realized it was a joke at their expense, some saw the findings as an explanation for why tinfoil didn't seem to stop the voices. Others vouched for the material.

"Tinfoil helps tremendously," reports one conference call participant, who describes wrapping it around her body underneath her clothing.

"Where do you put the tinfoil?" a man asks.

"Anywhere, everywhere," she replies. "I even put it in a hat."

A TI in an online mind-control forum recommends a Web site called "Block EMF" (as in electromagnetic frequencies), which advertises a full line of clothing, including aluminum-lined boxer shorts described as a "sheer, comfortable undergarment you can wear over your regular one to shield yourself from power lines and computer electric fields, and microwave, radar, and TV radiation." Similarly, a tinfoil hat disguised as a regular baseball cap is "smart and subtle."

For all the scorn, the ranks of victims -- or people who believe they are victims -- are speaking up. In the course of the evening, there are as many as 40 clicks from people joining the call, and much larger numbers participate in the online forum, which has 143 members. A note there mentioning interest from a journalist prompted more than 200 e-mail responses.

Until recently, people who believe the government is beaming voices into their heads would have added social isolation to their catalogue of woes. But now, many have discovered hundreds, possibly thousands, of others just like them all over the world. Web sites dedicated to electronic harassment and gang stalking have popped up in India, China, Japan, South Korea, the United Kingdom, Russia and elsewhere. Victims have begun to host support meetings in major cities, including Washington. Favorite topics at the meetings include lessons on how to build shields (the proverbial tinfoil hats), media and PR training, and possible legal strategies for outlawing mind control.

The biggest hurdle for TIs is getting people to take their concerns seriously. A proposal made in 2001 by Rep. Dennis Kucinich (D-Ohio) to ban "psychotronic weapons" (another common term for mind-control technology) was hailed by TIs as a great step forward. But the bill was widely derided by bloggers and columnists and quickly dropped.

Unable to garner much support from their elected representatives, TIs have started their own PR campaign. And so, last spring, the Saturday conference calls centered on plans to hold a rally in Washington. A 2005 attempt at a rally drew a few dozen people and was ultimately rained out; the TIs were determined to make another go of it. Conversations focused around designing T-shirts, setting up congressional appointments, fundraising, creating a new Web site and formalizing a slogan. After some debate over whether to focus on gang stalking or mind control, the group came up with a compromise slogan that covered both: "Freedom From Covert Surveillance and Electronic Harassment."

Conference call moderator Robinson, who says his gang stalking began when he worked at the National Security Agency in the 1980s, offers his assessment of the group's prospects: Maybe this rally wouldn't produce much press, but it's a first step. "I see this as a movement," he says. "We're picking up people all the time."

HARLAN GIRARD SAYS HIS PROBLEMS BEGAN IN 1983, while he was a real estate developer in Los Angeles. The harassment was subtle at first: One day a woman pulled up in a car, wagged her finger at him, then sped away; he saw people running underneath his window at night; he noticed some of his neighbors seemed to be watching him; he heard someone moving in the crawl space under his apartment at night.

HARLAN GIRARD

Girard sought advice from this then-girlfriend, a practicing psychologist, whom he declines to identify. He says she told him, "Nobody can become psychotic in their late 40s." She said he didn't seem to manifest other symptoms of psychotic behavior -- he dressed well, paid his bills -- and, besides his claims of surveillance, which sounded paranoid, he behaved normally. "People who are psychotic are socially isolated," he recalls her saying.

After a few months, Girard says, the harassment abruptly stopped. But the respite didn't last. In 1984, appropriately enough, things got seriously weird. He'd left his real estate career to return to school at the University of Pennsylvania, where he was studying for a master's degree in landscape architecture. He harbored dreams of designing parks and public spaces. Then, he says, he began to hear voices. Girard could distinguish several different male voices, which came complete with a mental image of how the voices were being generated: from a recording studio, with "four slops sitting around a card table drinking beer," he says.

The voices were crass but also strangely courteous, addressing him as "Mr. Girard."

They taunted him. They asked him if he thought he was normal; they suggested he was going crazy. They insulted his classmates: When an overweight student showed up for a field trip in a white raincoat, they said, "Hey, Mr. Girard, doesn't she look like a refrigerator?"

Six months after the voices began, they had another question for him: "Mr. Girard, Mr. Girard. Why aren't you dead yet?" At first, he recalls, the voices would speak just two or three times a day, but it escalated into a near-constant cacophony, often accompanied by severe pain all over his body -- which Girard now attributes to directed-energy weapons that can shoot invisible beams.

The voices even suggested how he could figure out what was happening to him. He says they told him to go to the electrical engineering department to "tell them you're writing science fiction and you don't want to write anything inconsistent with physical reality. Then tell them exactly what has happened."

Girard went and got some rudimentary explanations of how technology could explain some of the things he was describing.

"Finally, I said: 'Look, I must come to the point, because I need answers. This is happening to me; it's not science fiction.'" They laughed.

He got the same response from friends, he says. "They regarded me as crazy, which is a humiliating experience."

When asked why he didn't consult a doctor about the voices and the pain, he says, "I don't dare start talking to people because of the potential stigma of it all. I don't want to be treated differently. Here I was in Philadelphia. Something was going on, I don't know any doctors . . . I know somebody's doing something to me."

It was a struggle to graduate, he says, but he was determined, and he persevered. In 1988, the same year he finished his degree, his father died, leaving Girard an inheritance large enough that he did not have to work.

So, instead of becoming a landscape architect, Girard began a full-time investigation of what was happening to him, often traveling to Washington in pursuit of government documents relating to mind control. He put an ad in a magazine seeking other victims. Only a few people responded. But over the years, as he met more and more people like himself, he grew convinced that he was part of what he calls an "electronic concentration camp."

What he was finding on his research trips also buttressed his belief: Girard learned that in the 1950s, the CIA had drugged unwitting victims with LSD as part of a rogue mind-control experiment called MK-ULTRA. He came across references to the CIA seeking to influence the mind with electromagnetic fields. Then he found references in an academic research book to work that military researchers at Walter Reed Army Institute of Research had done in the 1970s with pulsed microwaves to transmit words that a subject would hear in his head. Elsewhere, he came across references to attempts to use electromagnetic energy, sound waves or microwave beams to cause non-lethal pain to the body. For every symptom he experienced, he believed he found references to a weapon that could cause it.

How much of the research Girard cites checks out?

Concerns about microwaves and mind control date to the 1960s, when the U.S. government discovered that its embassy in Moscow was being bombarded by low-level electromagnetic radiation. In 1965, according to declassified Defense Department documents, the Pentagon, at the behest of the White House, launched Project Pandora, top-secret research to explore the behavioral and biological effects of low-level microwaves. For approximately four years, the Pentagon conducted secret research: zapping monkeys; exposing unwitting sailors to microwave radiation; and conducting a host of other unusual experiments (a sub-project of Project Pandora was titled Project Bizarre). The results were mixed, and the program was plagued by disagreements and scientific squabbles. The "Moscow signal," as it was called, was eventually attributed to eavesdropping, not mind control, and Pandora ended in 1970. And with it, the military's research into so-called non-thermal microwave effects seemed to die out, at least in the unclassified realm.

Girard

But there are hints of ongoing research: An academic paper written for the Air Force in the mid-1990s mentions the idea of a weapon that would use sound waves to send words into a person's head. "The signal can be a 'message from God' that can warn the enemy of impending doom, or encourage the enemy to surrender," the author concluded.

In 2002, the Air Force Research Laboratory patented precisely such a technology: using microwaves to send words into someone's head. That work is frequently cited on mind-control Web sites. Rich Garcia, a spokesman for the research laboratory's directed energy directorate, declined to discuss that patent or current or related research in the field, citing the lab's policy not to comment on its microwave work.

In response to a Freedom of Information Act request filed for this article, the Air Force released unclassified documents surrounding that 2002 patent -- records that note that the patent was based on human experimentation in October 1994 at the Air Force lab, where scientists were able to transmit phrases into the heads of human subjects, albeit with marginal intelligibility. Research appeared to continue at least through 2002. Where this work has gone since is unclear -- the research laboratory, citing classification, refused to discuss it or release other materials.

The official U.S. Air Force position is that there are no non-thermal effects of microwaves. Yet Dennis Bushnell, chief scientist at NASA's Langley Research Center, tagged microwave attacks against the human brain as part of future warfare in a 2001 presentation to the National Defense Industrial Association about "Future Strategic Issues."

"That work is exceedingly sensitive" and unlikely to be reported in any unclassified documents, he says.

Meanwhile, the military's use of weapons that employ electromagnetic radiation to create pain is well-known, as are some of the limitations of such weapons. In 2001, the Pentagon declassified one element of this research: the Active Denial System, a weapon that uses electromagnetic radiation to heat skin and create an intense burning sensation. So, yes, there is technology designed to beam painful invisible rays at humans, but the weapon seems to fall far short of what could account for many of the TIs' symptoms. While its exact range is classified, Doug Beason, an expert in directed-energy weapons, puts it at about 700 meters, and the beam cannot penetrate a number of materials, such as aluminum. Considering the size of the full-scale weapon, which resembles a satellite dish, and its operational limitations, the ability of the government or anyone else to shoot beams at hundreds of people -- on city streets, into their homes and while they travel in cars and planes -- is beyond improbable.

But, given the history of America's clandestine research, it's reasonable to assume that if the defense establishment could develop mind-control or long-distance ray weapons, it almost certainly would. And, once developed, the possibility that they might be tested on innocent civilians could not be categorically dismissed.

Girard, for his part, believes these weapons were not only developed but were also tested on him more than 20 years ago.

What would the government gain by torturing him? Again, Girard found what he believed to be an explanation, or at least a precedent: During the Cold War, the government conducted radiation experiments on scores of unwitting victims, essentially using them as human guinea pigs. Girard came to believe that he, too, was a walking experiment.

Not that Girard thinks his selection was totally random: He believes he was targeted because of a disparaging remark he made to a Republican fundraiser about George H.W. Bush in the early 1980s. Later, Girard says, the voices confirmed his suspicion.

"One night I was going to bed; the usual drivel was going on," he says. "The constant stream of drivel. I was just about to go to bed, and a voice says: 'Mr. Girard, do you know who was in our studio with us? That was George Bush, vice president of the United States.'

GIRARD'S STORY, HOWEVER STRANGE, reflects what TIs around the world report: a chance encounter with a government agency or official, followed by surveillance and gang stalking, and then, in many cases, voices, and pain similar to electric shocks. Some in the community have taken it upon themselves to document as many cases as possible. One TI from California conducted about 50 interviews, narrowing the symptoms down to several major areas: "ringing in the ears," "manipulation of body parts," "hearing voices," "piercing sensation on skin," "sinus problems" and "sexual attacks." In fact, the TI continued, "many report the sensation of having their genitalia manipulated."

Both male and female TIs report a variety of "attacks" to their sexual organs. "My testicles became so sore I could barely walk," Girard says of his early experiences. Others, however, report the attacks in the form of sexual stimulation, including one TI who claims he dropped out of the seminary after constant sexual stimulation by directed-energy weapons. Susan Sayler, a TI in San Diego, says many women among the TIs suffer from attacks to their sexual organs but are often embarrassed to talk about it with outsiders.

"It's sporadic, you just never know when it will happen," she says. "A lot of the women say it's as soon as you lay down in bed -- that's when you would get hit the worst. It happened to me as I was driving, at odd times."

What made her think it was an electronic attack and not just in her head? "There was no sexual attraction to a man when it would happen. That's what was wrong. It did not feel like a muscle spasm or whatever," she says. "It's so . . . electronic."

Gloria Naylor, a renowned African American writer, seems to defy many of the stereotypes of someone who believes in mind control. A winner of the National Book Award, Naylor is best known for her acclaimed novel, The Women of Brewster Place, which described a group of women living in a poor urban neighborhood and was later made into a miniseries by Oprah Winfrey.

But in 2005, she published a lesser-known work, 1996, a semi-autobiographical book describing her experience as a TI. "I didn't want to tell this story. It's going to take courage. Perhaps more courage than I possess, but they've left me no alternatives," Naylor writes at the beginning of her book. "I am in a battle for my mind. If I stop now, they'll have won, and I will lose myself." The book is coherent, if hard to believe. It's also marked by disturbing passages describing how Jewish American agents were responsible for Naylor's surveillance. "Of the many cars that kept coming and going down my road, most were driven by Jews," she writes in the book. When asked about that passage in a recent interview, she defended her logic: Being from New York, she claimed, she can recognize Jews.

Naylor lives on a quiet street in Brooklyn in a majestic brownstone with an interior featuring intricate woodwork and tasteful decorations that attest to a successful literary career. She speaks about her situation calmly, occasionally laughing at her own predicament and her struggle with what she originally thought was mental illness. "I would observe myself," she explains. "I would lie in bed while the conversations were going on, and I'd ask: Maybe it is schizophrenia?"

Like Girard, Naylor describes what she calls "street theater" -- incidents that might be dismissed by others as coincidental, but which Naylor believes were set up. She noticed suspicious cars driving by her isolated vacation home. On an airplane, fellow passengers mimicked her every movement -- like mimes on a street.

Voices similar to those in Girard's case followed -- taunting voices cursing her, telling her she was stupid, that she couldn't write. Expletive-laced language filled her head. Naylor sought help from a psychiatrist and received a prescription for an antipsychotic drug. But the medication failed to stop the voices, she says, which only added to her conviction that the harassment was real.

For almost four years, Naylor says, the voices prevented her from writing. In 2000, she says, around the time she discovered the mind-control forums, the voices stopped and the surveillance tapered off. It was then that she began writing 1996 as a "catharsis."

Colleagues urged Naylor not to publish the book, saying she would destroy her reputation. But she did publish, albeit with a small publishing house. The book was generally ignored by critics but embraced by TIs.

Naylor is not the first writer to describe such a personal descent. Evelyn Waugh, one of the great novelists of the 20th century, details similar experiences in The Ordeal of Gilbert Pinfold. Waugh's book, published in 1957, has eerie similarities to Naylor's.

Embarking on a recuperative cruise, Pinfold begins to hear voices on the ship that he believes are part of a wireless system capable of broadcasting into his head; he believes the instigator recruited fellow passengers to act as operatives; and he describes "performances" put on by passengers directed at him yet meant to look innocuous to others.

Waugh wrote his book several years after recovering from a similar episode and realizing that the voices and paranoia were the result of drug-induced hallucinations.

Naylor, who hasn't written a book since 1996, is now back at work on an historical novel she hopes will return her to the literary mainstream. She remains convinced that she was targeted by mind control. The many echoes of her ordeal she sees on the mind-control forums reassure her she's not crazy, she says.

Of course, some of the things she sees on the forum do strike her as crazy. "But who I am to say?" she says. "Maybe I sound crazy to somebody else."

SOME TIS, SUCH AS ED MOORE, A YOUNG MEDICAL DOCTOR, take a slightly more skeptical approach. He criticizes what he calls the "wacky claims" of TIs who blame various government agencies or groups of people without any proof. "I have yet to see a claim of who is behind this that has any data to support it," he writes.

Nonetheless, Moore still believes the voices in his head are the result of mind control and that the U.S. government is the most likely culprit. Moore started hearing voices in 2003, just as he completed his medical residency in anesthesiology; he was pulling an all-nighter studying for board exams when he heard voices coming from a nearby house commenting on him, on his abilities as a doctor, on his sanity. At first, he thought he was simply overhearing conversations through walls (much as Waugh's fictional alter ego first thought), but when no one else could hear the voices, he realized they were in his head. Moore went through a traumatic two years, including hospitalization for depression with auditory hallucinations.

Victim's Story on Newspapers and magazines

Are they victims of mind-control dirty tricks or are they simply nuts? Sharon Weinberger presents the stories of a number of
TIs -targeted individuals who believe they are being assaulted by electromagnetic weapons- in Sunday's (January 14) Washington Post magazine. Her cover story, "Mind Games", centers on Harlan Girard, who for many years has run the International Committee on Offensive Microwave Weapons out of his home in Philadelphia. Weinberger lets you decide whether Girard and the others are  chizophrenic or the involuntary subjects of government experiments. It's a well-written piece and well worth the read.

In the Washington Post today, Sunday, January 14, is the article by Sharon Weinberger that we have long been awaiting.  You will be asked to do a free registration before you can access the article at http://www.washingtonpost.com/wp-dyn/content/article/2007/01/10/AR2007011001399_pf.html

Here you can post advance comments or questions.  Be sure to be online for the discussion on Tuesday morning.  The Post counts the number of people online for the discussion as a measure of interest in the subject.  A larger that usual number will encourage further investigation and further stories.

The Weinberger story is the first breakthrough to major media.  . . .

Harlan  really does spend all of his time working on this issue and gathering consistent and excellent information and contacting world wide experts and human rights professionals etc.  Let him know that he was a great representative of life as a mind control target.  www.icomw.org
