中华律师名录南京卫龙律师 ichina@163.com December 31 31 Dec 07 酷刑者使用他们的武器强迫我做的一个噩梦酷刑者在半夜12点,在强迫我做了一个"噩梦"后, 弄醒了我. 我坐在床上稍微定了定神, 然后, 让自己从那个噩梦中走出来, 然后试图由躺下继续睡觉. 但是, 酷刑者又继续地继续使用他们的武器, 直接"编了一些梦" 强迫灌输进了我的大脑. 因为他们这种武器强迫我们做梦, 和普通人的睡觉做梦是不一样的. 普通人的做梦是一种下意识的大脑运动, 不需要人去集中注意力, 注意力是分散的. 但是酷刑者强迫我们做梦, 是使用武器把他们"编好的梦境' 外在地刺激我们的大脑, 我们的大脑的那部分受刺激的部分,会比清醒地时候, 更要100%地集中注意力, 不但会让大脑的那部分非常非常累, 又加上他们的"梦"都是些色情, 阴暗和暴力的. 所以对我们的精神和大脑神经系统的伤害更大.
我很快又挣扎着从噩梦中醒来, 因为怕继续刚才的恶梦, 所以也就害怕了睡觉了. 我便坐着写我的这篇博客.
我不妨把这个梦境记录下来, 请大家看看, 也便知道了很多其他的每天晚上他们必然要编的一些噩梦用微波信号强迫灌输到我们的大脑中.
梦境的一开始, 是我站在我家的院子里, 突然有两个男人来到了我的家里, 妈妈正在厨房忙碌, 爸爸在卧室忙碌, 可是我一眨眼, 那两个男人却去了我的卧室. 我连忙跟进家里找, 在爸爸的卧室没有找到, 我又连忙去我的卧室找, 却发现在与我的卧室相连的一间套房的房门被堵上了, 而且粉刷得很好. 而且墙上还挂了一幅画. 我知道那两个男人一定是藏在了那间房里了. 我连忙去找爸爸, 爸爸不在他的卧室, 我想要打电话, 打110, 但是我又一想, 他们在进入我家之前一定会在电话上已经作了手脚, 打电话肯定没有用. 我又去地下室找他, 看见爸爸正在低头找什么, 我连忙说:"爸爸,有两个坏人藏在了我们家里了." 爸爸一抬头, 我却突然发现那个穿这爸爸的衣服的人, 原来是进入我家的两个坏人中的一个. 我在万分惊吓中, 赶忙跑出来家门. 紧急当中, 我也不知道哪里来的那么大的力气, 一下子从墙上跳了出来.
梦做到这，我已经非常恐怖和疲惫， 我也一直挣扎着要从梦境中醒过来。 再加上他们在将这些梦境，使用他们的微波传输到我的大脑的过程中，还一直酷刑虐待我，让我疼痛， 呼吸不顺畅， 和其他的病症。 所以每次从这样的噩梦中挣扎着醒来都是如此地痛苦。
我已经做过了6年的努力了， 从开始碰到他们报警， 虽然他们那时还没有每天晚上强迫我做噩梦， 但是他们那时已经虐待我让我身体产生各种病症。 到了2003年2月开始他们在虐待了我整整一年后，突然增加了新的花样，开始在晚上，“编一些噩梦， 强迫灌输到我的大脑中后。”他们的虐待尤为残忍， 在他们酷刑虐待我的这么多年中，我一直在积极努力，希望能够把他们绳之以法。 但是我们却一直没有能够得到任何帮助， 而这群如此残忍的法西斯分子却能够一直逍遥法外。
我们每天都在做着艰难的努力， 我们给所有的政府部门写过信， 我们强烈谴责这种法西斯行为， 但是在很久以来政府的答复竟然是， 这些受害者是神经病， 没有人会使用这样的先进武器进行如此残忍的事情。
我不知道我们还需要多久的时间， 才能够把这些比希特勒更为残忍的法西斯分子送进监狱， 我不知道，这场人类历史上最最悲惨的法西斯集中营要什么时候才会结束。 但是我相信，历史将会总有一天强烈谴责这种法西斯行为。 我相信那些收到我们的信，却仍然袒护这些法西斯分子的人都回受到历史的强烈谴责。
有人说， 我们也是些不知情的受害者， 我们被他们控制了， 所以我们不知道我们在做什么。 是的， 我承认这些法西斯分子的武器是可以控制您， 让您失去控制， 不由自主地去做一些事情。 但是我们也知道这些法西斯分子的武器并没有那么大的能力， 能够控制全世界的每个人； 我们更不会相信， 那些政府一直致力于研制开发的武器， 但是当这种武器被滥用时，却没有一个政府官员站出来承认了这种情况的确是真的。
很多受害者用了一生的时间来为自己的人权而斗争， 但是最后不幸失去了生命。 我们也牺牲了我们一生的梦想， 事业和幸福，而又有谁为受害者负责。 连害人者都在说， 您们是活该倒霉。 谁碰上谁倒霉。
我记得“窦娥冤”中有一句窦娥对天的谴责。 “老天， 您黑白不分枉为天。” 幸亏我相信神，我相信神不会黑白不分， 我相信神知道这个世界上很多人知道这伙法西斯分子，但是却一直没有站出来强烈谴责这种法西斯行为。 所以， 在全世界的天灾不断的日子里， 我祈祷神的保佑， 我所求， 神必有所应。我种的地年年不用浇水和施肥，也年年丰收。 我要开小小店铺，开始出售各种花草茶，中草药美容护肤品时，我们这里这一年是爸爸记忆当中， 各种中草药花草最丰收的一年。
我不知道我们是否可以说一句：我们的政府， 您黑白不分枉为政府。 但是我们的政府不是天， 不会为窦娥在6月天连降3天大雪。我们的政府到目前对所有我们的投诉仍然保持沉默。

Here is a PBS special on the quiet zone located between Virginia and West Virginia. The Navy and NSA along with ATT built huge listening posts in 1959 that they disguised as radio telescopes. There is one real radio telescope operational in the area. The rest spy on communications and have other unknown uses. There is a truck called EMIT which goes around and locates sources of interference. No cell phones are allowed. Some electronically harassed targets should go there and check it out.
The Navy and NSA locations are off limits but the public's radio telescope can be visited. Find out what frequency ranges and sensitivity the area is blocked out for. Be sure to stand under the dish. This will tell us more about the types of waveforms that are being used. 在我刚刚被他们盯上时, 我在澳大利亚努力读书, 而我读书是属于非常勤奋的一个. 那时我的愿望是毕业后, 读好了法语, 可以去报考联合国的公务员. 碰到他们以后, 跟很多初次成为受害者的人一样, 我也以为他们只是在澳大利亚, 离开了澳大利亚就可以摆脱他们. 但是离开了澳大利亚后, 我并没有摆脱他们, 刚开始, 我对各国的政府都抱有极大的信心, 我在第一时间就报了警, 希望让警方能够知道有这样的一群使用MIND READING技术的人. 并且很快在离开澳大利亚后, 又马上写信给联合国. 我在整个2002年, 每个月都会给联合国发一封传真, 希望他们能够了解我碰到了这伙法西斯分子后所作的努力. 同时也希望能够得到各国政府的帮助. 我也积极地跟这些虐待我的人和平谈判, 希望能够说服他们放下武器, 去做些好事, 也给他们自己一个机会改正错误. 在跟他们和平谈判时, 我一直对自己说, 如果我是联合国秘书长, 我会怎样做? 因为有了这样的心态, 才有了长达一年我"就把自己看成联合国秘书长", 坚持倡导他们去放下武器, 去做些好事的努力. 但是我的努力对某些真正残忍的法西斯分子来讲, 没有任何的效果. (当然,我也相信他们中的确有部分人放下了武器). 但是有部分真正的法西斯分子, 他们不但更加残忍, 而且开始了剥夺我健康睡眠的权利, 他们2003年2月后开始经常不让我睡觉, 或者在我睡觉时制造"梦". 发展到2004年下半年, 他们几乎夜夜让我做"恶梦", 而且天天对我进行极其残忍的酷刑虐待. 我从来没有预料到政府会长达这么多年没有采取任何有效的措施来制止这样的法西斯行为. 我也从来没有预料到政府对这样的法西斯行为会保持沉默长达这么多年. 2005年, 2006年我是坚持每个月给联合国写一封信. 同时也开始给其他的政府或者人权组织, 社会团体, 及民众写信. 但是我们却并没有看到这些法西斯分子被绳之依法.
受害者们是被完全剥夺了人权的牺牲品
(1) 受害者被完全剥夺了幸福生活的权利, 受害者遭受的是最最残忍的法西斯酷刑虐待和折磨, 这种虐待令人发指, 但是却得不到任何人的关心和同情, 而且被当成神经病. 这种无论精神和肉体的蹂躏, 比纳粹集中营的酷刑更加残忍.
(2) 受害者被完全剥夺了拥有梦想, 并且为实现梦想而努力的权利.
我曾经去读硕士学位, 而且在他们酷刑虐待我的第一年, 我一直坚持学习法语. 但是他们不允许我读书, 更不允许我读法语. 在我与他们谈判的日子里, 我告诉他们, 我就要去报考联合国公务员, 我"就把自己看成联合国秘书长" , 结果招来的是他们的极大地侮辱, 他们骂我"戏子", "狂妄型精神病". 他们说他们一定能够让我"现实"一点儿, 他们说我是他们的"妓女", 他们每天都在"玩弄"我, 说我是"一个臭婊子也想跻身上流社会". 我一直努力坚持要自己继续读书, 但是从2004年开始, 他们天天24小时虐待我,监视我, 每当我要读点儿书时, 他们就虐待我,不让我读书, 而我去种地的时候, 他们对我的虐待反而少些.
我不知道, 他们说的那些"上流社会" 那些"政府要员" 那些"社会名流", 那些"世界豪富" 是否也有人经历过这样的法西斯酷刑, 或者只有成为了他们所说的"上流社会" 才不会遭受到这样的酷刑虐待, 才会是这些法西斯分子保护的"对象".
这么久以来向全世界揭露他们的令人发指的法西斯暴行, 我们并没有得到更多的他们所说的"上流社会"的支持, 或者说, 我们只是些活在这个世界上的"牺牲品". 这么多受害者长达这么多年的努力, 并没有为我们争取到任何的享有最基本的人权的权利, 更何况其他呢?
或许在我们的有生之年, 我们都无法"赢得"我们应该有的权利. 或许我们也无法让这些这些法西斯分子接受应有的法律制裁. 很多受害者的博站和网站甚至也被封了.
但是,我们一定要继续努力, 揭露这些法西斯分子的残忍, 即时现在没有人来帮助我们, 现在几乎看不到全世界的人站出来强烈谴责这些法西斯分子的希望. 但是所有的受害者一定要相信, 正义终会站在我们这一边的. 即使现在没有人承认我们的努力, 但是后人, 当有一天所有的人了解这种武器, 也一定会相信我们的故事, 历史一定会谴责这些法西斯分子, 一定会谴责那些明明应该知道这些法西斯暴行, 却假装不知道, 或者保持沉默, 甚至袒护这些法西斯分子的人的.
我希望所有的无辜受迫害的人能够记住一句话: 神说"无辜受迫害的人有福气了." 熬过这痛苦的一生, 您会去往天堂. 在天堂里, 您所求的, 神必有所应.

For all of its procedural virtues, the OPEN Government Act does not touch the root of government secrecy, namely the decision to withhold information. The Act does not repeal or modify any of the more than one hundred statutory exemptions from disclosure under the FOIA. And it does not address the proper scope or application of the classification system. That is a task for another day. Coincidentally, the Department of Defense this week issued a proposed new FOIA regulation for public comment.
