These terrorist can use Electromagnetic weapons and Mind control weapons to lock a certain target. They can adopt Echo positioning technology similar with dolphins, bats to find victims. Once they firstly lock in a certain victims, they know the victim’s electromagnetic echo. Therefore, they would find the victim in any corner of the world.

Brainwaves of different people have very small differences. Such as if Electromagnetic weapons send out only 15 cycle a second electromagnetic waves, it will only reach the person who’s brainwave is 15 cycle a second at the same time, and both frequencies build resonance, then Electromagnetic waves will be strong enough and can affect victim’s human activities.
Of course, they need 24 hours to monitor a victim brainwave, and send the same frequencies electromagnetic waves to the victim, so the electromagnetic weapons can torture and harass this victim.
